Resolution - 2019-18A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING AN ANNUAL SALARY FOR THE
POSITION OF CITY MANAGER AND INTERIM CITY MANAGER
WHEREAS, the City of West Covina does not have a resolution in place establishing an
annual salary for the position of City Manager;
WHEREAS, for the City to advertise for a City Manager position, it is recommended
that the City Council establish a salary range that it would pay the incoming City Manager;
WHEREAS, the approved salary range for the City Manager position would be in
addition to any other compensation or benefits such as auto allowance, contribution to deferred
compensation account, health benefits etc.;
WHEREAS, to provide the City Council with data on City Manager salaries, staff has
conducted a survey of City Manager salaries in 14 surrounding cities, and of 13 cities with
comparable populations; and
WHEREAS, once the City Council sets a salary amount, the recruitment for the
permanent City Manager position will be publicly posted;
WHEREAS, the appointment of the permanent City Manager is expected to occur no
later than August 2019.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA
RESOLVES AS FOLLOWS:
1. The annual salary range for the permanent City Manager shall be from $190,000 to
$235,000, not including the other offered benefits such as auto allowance,
contribution to deferred compensation account, health benefits, etc.
2. The hourly payment for an interim City Manager candidate who is a PERS annuitant
shall be based upon an annual salary of $212,000.
