A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, INITIATING CODE AMENDMENT NO.19-04 TO
STUDY PARK FEES
WHEREAS, on April 2, 2019, the City Council initiated a code amendment to
consider revisions to require park fees for all multiple family residential developments; and
WHEREAS, the studies and investigations made by the City Council and in its behalf
reveal the following facts:
SECTION 1. The Municipal Code currently requires developers of projects
involving subdivisions to pay fees for the purpose of providing park and
recreational facilities to serve future residents.
SECTION 2. The consideration of the code amendment would require developers
to pay park fees for all multiple family residential developments.
SECTION 3. The proposed action is considered to be exempt from the provisions
of the California Environmental Quality Act (CEQA), pursuant to Section
15061(b)(3) of the CEQA Guidelines, in that the proposed action consists of the
consideration of a potential code amendment, which does not of itself have the
potential for causing a significant effect on the environment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA DOES RESOLVE AS FOLLOWS: in conformance with
Section 26-153(a)(2) of the West Covina Municipal Code, does hereby initiate a Code
Amendment related to accessory dwelling unit standards.
