A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA AUTHORIZING SUBMITTAL OF APPLICATION
FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS TO THE
DEPARTMENT OF RESOURCES, RECYCLING AND RECOVERY
(CALRECYCLE)
WHEREAS, pursuant to Public Resources Code § 48000 ET SEQ., the Department of Resources
Recycling and Recovery (CalRecycle), has established various payment programs to make payments to
qualifying jurisdictions; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures
governing the administration of the payment programs; and
WHEREAS, CalRecycle's procedures for administering payment programs require, among other
things, an applicant's governing body to declare by resolution certain authorizations related to the
administration of the payment programs; and
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. Is authorized to submit either an individual or a regional application. Regional
applications must attach a list of designated participating agencies; and
SECTION 2. That the Public Services Director, or his/her designee, is hereby authorized as
Signature Authority to execute all documents necessary to implement and secure payment; and
SECTION 3. (for multi -year resolutions) That the Signature Authority is hereby authorized to
revise the list of participating agencies as necessary with each yearly application; and
SECTION 4. That this Resolution is effective until rescinded by the Signature Authority and/or
this governing body.
