A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, DECLARING IMPASSE AND
IMPOSING THE STATUS QUO TO THE TERMS AND
CONDITIONS OF EMPLOYMENT FOR THE PERIOD OF
JULY 1, 2017 THROUGH JUNE 30, 2018, ON EMPLOYEES
REPRESENTED BY THE NON -SWORN SAFETY SUPPORT
EMPLOYEES' ASSOCIATION
WHEREAS, the City of West Covina ("City") has met and conferred with the Non-Swom
Safety Support Employees' Association represented by Teamsters Local 1932; and
WHEREAS, the City and the Non -Sworn Safety Support Employees' Association have
met their obligation to meet and confer in good faith in an effort to reach an agreement; and
WHEREAS, such discussions have failed to result in an agreement between the parties;
and
WHEREAS, the City Council has considered such written and verbal submissions by the
parties as are pertinent to arriving at a course of action and desires to declare impasse with the
Non -Sworn Safety Support Employees' Association; and
WHEREAS, the City Council desires to impose the status quo, as set forth in the
Memorandum of Understanding (MOU) between the City and the Non -Sworn Safety Support
Employees' Association for the period of July 1, 2016 through June 30, 2017, to the terms and
conditions of employment for. the period of July 1, 2017 through June 30, 2018, on employees
represented by the Non-Swom Safety Support Employees' Association.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council declares impasse with the Non -Sworn Safety Support
Employees' Association.
SECTION 2. The City Council imposes the status quo, as set forth in the Memorandum
of Understanding (MOU) between the City and the Non -Sworn_ Safety Support Employees'
Association for the period of July 1, 2016 through June 30, 2017, to the terms and conditions of
employment for the period of July 1, 2017 through June 30, 2018, on employees represented by
the Non -Sworn Safety Support Employees' Association.
(THIS SECTION HAS BEEN INTENTIONALLY BEEN LEFT BLAND
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall enter
the same in the book of original resolutions and it shall become effective immediately.
