AN ORDINANCE OF THE CITY OF WEST COVINA AUTHORIZING THE
MAYOR AND FINANCE DIRECTOR TO BE THE AUTHORIZED
SIGNATURES ON ALL CITY WARRANTS, INVOICES, AND CHECKS
WHEREAS, California Government Code Section 40602 authorizes the Mayor of a city to sign all
warrants drawn on the city treasury; and
WHEREAS, West Covina Municipal Code Section 2-151 (r) authorizes the City Manager to sign all
documents, including warrants, under California Government Code Section 40602, if within his or her authority
or as authorized by the City Council; and
WHEREAS, it has been recommended that the City of West Covina codify who has authority
to sign warrants, invoices, and demands for the City of West Covina.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION NO. l: Article 1 of Chapter 2 of the West Covina Municipal Code shall read as
follows:
Section 2-6 — Warrant and Check Signatures
The Finance Director is authorized to sign all warrants/invoices or checks issued in
pursuance of his or her duties. All warrants/invoices and checks will also contain the
signature of the Mayor. Facsimile signatures of both the Finance Director and Mayor
are also acceptable. In the absence of the Finance Director, the City Manager will have
the authorization to sign all warrants or checks issued in the operation of the City.
SECTION NO. 2: The City Clerk shall certify the adoption of this Ordinance and shall
cause the same to be posted or published in the manner as required by law.
SECTION NO. 3: This ordinance shall take effect and be in force thirty (30) days from and
after the date of its passage.
