RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPOINTMENT OF A HEARING OFFICER
FOR THE APPEALS ARISING FROM THE LOCAL ENFORCEMENT
AGENCY
WHEREAS, the California Public Resources Code (CPRC) Section 44308
authorizes the City Council to appoint a Hearing Officer provided it also adopts procedures for
making the appointment and adopts qualifications that the Hearing Officer is required to meet; and
WHEREAS, on October 7, 2015, the City Council adopted Resolution No. 2014-
44 establishing the qualifications and procedures for the appointment of the Hearing Officer, and
WHEREAS, the Hearing Officer is an Officer appointed by the City Council to
render decisions in disputes regarding enforcement actions, permit conditions, and administrative
civil penalties issued by CalRecycle; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST
COVINA CALIFORNIA, DOES RESOLVES AS FOLLOWS:
SECTION 1. The City Council does approve the appointment ofMr. Mike Hambel
as the City of West Covina Local Enforcement Hearing Officer.
SECTION 2. The City Clerk of the City of West Covina shall certify to the
adoption of this resolution.
