A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ESTABLISHING MEMBERSHIP IN THE CALIFORNIA STATE
ASSOCIATION OF COUNTIES EXCESS INSURANCE AUTHORITY FOR THE
FISCAL YEAR COMMENCING JULY 1, 2019
WHEREAS, the City of West Covina desires to end, as of June 30, 2019, its relationship
with the Big Independent Cities Excess Pool [BICEP] which provides the City with excess liability
and workers' compensation insurance, and
WHEREAS, Article 1, Chapter 5, Division 7, Title 1 of the California Government Code
(Section 6500 et seq.) permits two or more public agencies by agreement to exercise jointly powers
common to the contracting parties; and
WHEREAS, the City of West Covina desires to join as of July 1, 2019 with the members
of the CSAC Excess Insurance Authority (Authority) for the purpose of jointly funding and/or
establishing excess and other insurance programs as determined; and
WHEREAS, the Authority has determined that it is necessary for each member of the
Authority to delegate to a person[s] or position[s] authority to act on the member's behalf in matters
relating to the member and the Authority;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. ESTABLISHING MEMBERSHIP IN THE CALIFORNIA STATE

1. Authorizes and approves the City's withdrawal from the Big Independent Cities Excess
Pool (BICEP) as of June 30, 2019, and
2. Authorizes and approves the City becoming a member of the CSAC Excess Insurance
Authority as of July 1, 2019; and
3. Authorizes the Interim City Manager or designee to execute the CSAC Excess Insurance
Authority Joint Powers Agreement and Memorandums of Understanding in an amount not to
exceed $450,000 for one year beginning July 1, 2019; and
4. Appoints the City Manager or designee to act in all matters relating to the City's
membership in the CSAC Excess Insurance Authority, except as to actions that must be approved
by the Council.
SECTION 2. CERTIFICATION The City Clerk shall certify to the adoption of this
Resolution.
