A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, APPROVING THE CLASSIFICATION SPECIFICATION FOR
CODE ENFORCEMENT OFFICER AND AMENDING THE FULL-TIME
EMPLOYEE SALARY SCHEDULE TO REFLECT THE TITLE CHANGE FROM
COMMUNITY ENHANCEMENT OFFICER TO CODE ENFORCEMENT
OFFICER
The City Council of the City of West Covina does resolve as follows:
WHEREAS, it is necessary and appropriate to change the title of the Community
Enhancement Officer position to Code Enforcement Officer;
WHEREAS, to accomplish the aforementioned name change, it is necessary to adopt for the
new job title, classification specifications that are identical to the current Community Enhancement
Officer position and to amend the Full-Time Employee Salary Schedule to reflect the title change
by removing the title Community Enhancement Officer from the schedule and adding the title
Code Enforcement Officer, with no change to the compensation for the position; and
WHEREAS, the Human Resources Commission has reviewed and approved the
classification specification for Code Enforcement Officer.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST COVINA AS FOLLOWS:
SECTION 1. That the classification specification for Code Enforcement Officer (Exhibit
I) is hereby adopted and the Full-Time Employee Salary Schedule (Exhibit
2) is amended to remove the title Community Enhancement Officer and
replacing it with the Code Enforcement Officer position title at the same
salary range.
SECTION 2. That this resolution shall become effective immediately upon passage and
adoption.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.

JOB SUMMARY
Under the supervision of the Code Enforcement Supervisor ; patrols the City for violations of the
Municipal Code; interprets and explains laws and regulations to the general public to gain
conformation; issues notices and orders of complianee;. recommends legal prosecution of persons
who fail to respond; files complaints with the District Attorney; appears in court for the City and
does related work..
ESSENTIAL FUNCTIONS
Under general supervision and with minimal asSistance, incumbents in this class must ably
perform the following functions:
• Assists the Code Enforcement Supervisor in the enforcement of City.zoning ordinances
and City business license requirements.
• Canvasses for violations, investigates violations and complaints, and, when necessary,
initiates legal action to gain -compliance.
• Works closely With all City departments in enforcement matters as well as county and
state offices.
• Acts as .a representative of . the City in co.urt, and as the liaison between the City and the
City Prosecutor.
• Serves in a community relations capacity by .providing members of the public with
information regarding municipal code requirements and servicing complaints as they
arise.
• Accurately maintains all records necessary to carry on the functions of the job.
• Performs other related duties as required.
REQUIRED KNOWLEDGE & ABILITIES
Required Knowledge
Municipal government and ability to deal positively With people under negative Conditions;
promote cooperation with, and understanding of, ordinance requirements.
Required Abilities
Maintain close liaison with other City departments, county, and state offices; maintain current
and accurate records and prepare Cases for Court hearings; gain good wet -king knowledge of City

MINIMUM QUALIFICATIONS
Experience
Two (2) years' experience in a position dealing extensively with the public, preferably including
the explanation of codes and regulations. Demonstrated ability to communicate well orally and
in Writing, and to get along with people, using tact and diplomacy.
OTHER / SPECIAL REQUIREMENTS
Licenses
Possession of a Class C California Driver's License with a satisfactory driving record is required.
Physical Requirements
This position also requires, extensive and repetitive physical activity involving the arms, wrists,
and hands, including writing and using a keyboard. it also requires physical abilities associated
with the ability to read, write and communicate in a work environment requiring no
extraordinary physical strength Or other special physical qualifications.
