A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPOINTING A PRIMARY
REPRESENTATIVE AND ALTERNATE TO THE BIG
INDEPENDENT CITIES EXCESS POOL (BICEP)
GOVERNING BOARD.
WHEREAS, the City of West Covina ("City") is a member of the Big Independent
Cities Excess Pool ("BICEP");
WHEREAS, the Amendment to the Joint Powers Agreement for Insurance and Risk
Management Purposes dated July 1, 2006, requires that each member's City Council appoint
one Director to the Governing Board of the Authority; and
WHEREAS, Cities are also allowed to appoint one alternate representative to the
Governing Board of the Authority;
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF WEST COVINA AS FOLLOWS:
SECTION 1. That the City of West Covina appoints Edward Macias, Director of Human
Resources and Risk Management, to serve as the specific representative on the
Governing Board of the Big Independent Cities Excess Pool.
SECTION 2. That the City of West Covina appoints Eva Sahagun, Management Analyst, to
serve as the alternate representative on the Governing Board of the Big
Independent Cities Excess Pool.
SECTION 3. That these individuals designated above by the West Covina City Council as
the City's representative and alternate to the BICEP Governing Board is
hereby confirmed and designated as the City's delegates to the BICEP
Governing Board for all purposes of representing the City's interests and
exercising the authority of the City with respect to the coverage and the
program and voting on behalf of the City on all matters delegated to the
Governing Board and signing such amendments as are contemplated to be
approved by the Governing Board under the Liability Program, Workers'
Compensation Program and Liability Memorandum of Coverage Agreements,
and such individuals shall keep the West Covina City Council informed of
such matters on a timely basis.
SECTION 4. That the City Clerk shall certify to the adoption of this resolution and
thereafter the same shall be in full force and effect.
