Resolution - 2017-37PASSED, APPROVED, AND ADOPTED this 2"d day of May, 2017. RESOLUTION NO. 2017-37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, OPPOSING SAFE INJECTION SITE LOCATIONS IN WEST COVINA WHEREAS, the City Council of the City of West Covina affirms its commitment to discourage the consumption of illegal drugs; and WHEREAS, the City Council of the City of West Covina finds that safe injection sites will encourage and support criminal activity; and WHEREAS, the City Council of the City of West Covina does not want such facilities in the City of West Covina, in that allowing such facilities would not facilitate recovery from addiction for those addicted to controlled substances, nor reduce crime associated with illegal drug use, or otherwise have a positive effect on the community. WHEREAS, the City Council of the City of West Covina has previously gone on record as opposing the passage of Assembly Bill 186 that, if passed, would grant cities in certain counties, including the County of Los Angeles, the authority to allow the operation of supervised injection services programs where people who use drugs can consume pre-obtained drugs, including controlled substances, and obtain sterile consumption supplies; and. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DOES RESOLVE AS FOLLOWS: SECTION 1. For the aforementioned reasons the City Council of the City of West Covina `does hereby resolve that the City will not voluntarily allow so-called safe injection sites in the City of West Covina as would be permitted by the passage of Assembly Bill 186 (Controlled Substance; Safer Drug Consumptions Program). SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
