A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING NEW JOB CLASSIFICATION
SPECIFICATIONS
The City Council of the City of West Covina does resolve as follows:
WHEREAS, the City Council has reviewed and approved the following job Classification
Specifications: Accountant, Assistant City Engineer, Deputy Fire Marshal, Fire Marshal,
Forensic Specialist, Information Technology Manager, Lead Jailer and Recreation
Superintendent.
NOW, THEREFORE, the City Council of the City of West Covina does resolve, determine
and order as follows:
SECTION 1. The attached job Classification Specifications shall be formally adopted.
SECTION 2. Section 1 of this Resolution shall be effective upon adoption by the City
Council of the City of West Covina.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.

Job Summary
To perform complex professional civil engineering work; to develop, coordinate and
implement capital improvement/public works projects and budgets; assist in the planning,
coordination, supervision and review of the City's professional engineering work in support
of the City Engineer; and perform other related duties, as assigned.
This is an advanced journey -level classification. Assignments are general and of a
continuing professional nature, requiring the exercise of independent judgement and
initiative in prioritizing, scheduling, assigning and coordinating the work. This position is
expected to perform complex professional engineering work requiring a substantial level of
professional training and experience and registration by the State of California as a Civil
Engineer. This position can also act as a project manager.
Supervision Received and Exercised
• General direction is provided by the City Engineer.
• Responsibilities may include direct supervision over professional and technical
engineering personnel.
Essential Functions
1. Supervise the development of design plans, specifications, and estimates for the
construction of public works projects in compliance with appropriate laws,
ordinances and guidelines.
2. Conduct needs assessments for the upgrade, repair and replacement of public
infrastructure projects and facilities, including the preparation and administration of
CIP plans and budgets; formulate and review long range and current engineering
programs; assist in upgrading City standard plans and specifications.

This positions requires the ability to frequently stand, reach, lean, twist, turn, grasp, lift,

identifications. Responsible for preparing written reports on findings. Serving in Courtroom
testimony and conducting research regarding new technologies, equipment and techniques.

Essential Functions
1. Process complex crime scenes requiring specialized techniques in detection,
recognition, documentation, collection, interpretation, and preservation of physical
evidence associated with crime scenes to include all types of friction skin evidence,
trace evidence, and biological evidence.
2. Develops, collects, and preserves latent fingerprints by applying various powders,
chemical processes and utilizing alternate light source technology.
3. Documents crime scene investigations and accident locations by conventional and
digital photography.
4. Takes aerial photographs and video tapes of crime scenes.
5. Diagrams and measures crime scenes.
6. Makes impressions of shoeprints, tire tracks and other objects at crime scenes.
7. Downloads digital images and produces digital photographs using applicable
software.
8. Prepares and enters latent fingerprints into the Los Angles Automated Fingerprint
Identification System (LAFIS), IAFIS, and other AFIS systems. Compares AFIS
results.
9. Responsible for analyzing, comparing, and evaluating developed latent prints for the
purposes of identification by comparing the latent prints with known record
impressions of an individual.

be substituted for the educational requirement. Two years recent experience in crime scene
investigation and latent print comparison.
Physical Requirements
Physical demands include frequent standing, walking, bending, reaching, lifting, crawling,
climbing ladders and incl9nes, and moving objects weighing up to 50 pounds. May be
required to independently work crime scene investigations either without supervision or
without sworn police presence. Incumbents must be able to meet the physical requirements
of the class and have mobility, vision, hearing and dexterity levels appropriate to the duties
to be performed.
Work Environment
Work is performed in a variety of locations to include on -site work at crime scenes,
hospitals, and in the Police Department. Work is performed in indoor and outdoor
environments. When works is performed outdoors, there is full exposure to the elements.
The incumbent may be exposed to related health hazards to include blood and other bodily
fluids/products, infectious diseases, human borne parasites, air, water, and blood borne
pathogens, and may have contact with complete and/or partial human corpses in various
stages of decomposition. Other health hazards may include odors, toxic chemicals, and

hazardous substances. Occasionally, work is performed within confined areas or high
altitudes, including photography from helicopters.
Licenses/Certificates
• Successful completion of the state -mandated CLETS training program as required
by the California State Department of Justice within six months of date of
employment and ongoing maintenance of CLETS certification.

Job Summary
The purpose of this classification is to plan and coordinate the City's technology based
services; implement, maintain and ensure compliance with service standards as well as
supervise and direct information technology functions.
Supervision Received and Exercised
• General direction is provided by the Finance Director.
• Responsibilities will include direct and indirect supervision over professional and
technical personnel.
Essential Functions
1. Supervises, advises and provides assistance to City staff regarding day-to-day
information technology related operations, applications and equipment. Supervises
and participates in the training of City personnel in the uses and capacities of
hardware and software.

Coordinates the implementation of new services and expanded system capabilities.

Education
A bachelor's degree from an accredited college in computer science or related field is
required.

Job Summary
A Jailer is a non -sworn, uniformed position in the Police Department. Under general
supervision operates and maintains prisoner custody facilities, processes and cares for the
health, safety and welfare, and transport of persons in custody, and does other related work
as assigned.
Employees in this class (Lead Jailer) are distinguished from the Jailer by performance of a
full range of duties as assigned and receive only occasional instruction or assistance when
new or unusual situations arise. The Lead Jailer, in addition to being able to perform the
essential functions of the jailer position as described below, may provide day to day
supervision and technical direction to Jailers. The Lead Jailer will be tasked with assisting
the Jail Staff with scheduling, personnel issues, ensuring training requirements are
being met, overseeing the ordering and maintenance of supplies and equipment,
preparing the jail for inspections and being responsible for updating policy and keeping
current with Title 15 regulations. The Lead Jailer will also be the point of contact for
staff concerns and assist with the selection and training of newly hired jailers.

1. Receives, processes, and searches prisoners.
2. Books, photographs, and fingerprints suspects; oversees permitted phone calls.
3. Maintains records related to suspects in custody.
4. Observes and routinely checks persons in custody to assure their health and safety.

6. Returns prisoners' property upon release.
7. Prepares prisoners for court appearances and transports and releases prisoners to

Required Knowledge

correct English usage; and principles and methods of record keeping as applied to jail
operations. Proficiency using a personal computer is desirable. Knowledge of effective
personal relations practices so as to deal effectively with the public and prisoners.
Education
College level coursework in liberal arts, public administration, police science or closely
related field desirable.
Experience
Experience working in a position performing custodial care duties and/or dealing with
members of the public.
Background
Ability to successfully pass an intensive background check.
