A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, DECLARING TO PARTNER WITH THE
COUNTY OF LOS ANGELES TO COMBAT HOMELESSNESS
WI-IFREAS, homelessness continues to be a pressing issue for the City of West Covina
("City") and Los Angeles County ("County") as a whole; and
WHEREAS, the Mayor and City Council join Los Angeles County's Board of Supervisors
and Chief Executive Officer in identifying homelessness as a priority issue for the region; and
WHEREAS, the County of Los Angeles Homeless Initiative has identified 47 strategies to combat
homelessness, with many of them providing Cities access to County resources, such as mental
health services, outreach workers, and supportive housing; and
WHEREAS, the County and City have a unique opportunity to forge a partnership to
effectively leverage resources to assist City residents experiencing homelessness or at risk' of
becoming homeless; and
WHEREAS, the County of Los Angeles is available to provide technical assistance and
linkage to community partners to support City efforts to implement strategies to combat
homelessness; and
WHEREAS, we affirm that all members of our community should have their basic human needs
met, with services provided in a manner that maintains human dignity and respect; the City
will explore:
• Contributing City funding (Housing and/or CDBG funding) to assist the rapid
rehousing for homeless City residents;
• Promote the use of federal housing subsidies to provide permanent supportive
housing for chronically homeless individuals;
• Train law enforcement and other first responders on how to effectively engage
homeless families and individuals; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WEST
COVINA THAT:
1. City Council hereby endorses and supports the County's efforts to combat homelessness,
but does not support adoption of an income tax measure.
2. City Council is a partner in the County's effort to combat homelessness and looks forward
to further exploration and collaboration with Los Angeles County to identify and enhance
support available for community members who are experiencing homelessness.
