A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, REVISING THE COMPENSATION AND
SCHEDULE OF 'BENEFITS FOR CITY COUNCILMEMBERS AND
AMENDING RESOLUTION 2015-11.

WHEREAS, on Feb�'uary 3, 2015� the West Covina City Council adopted Resolution
2015-11, which replaced all previous resolutions related to City Councilmember benefits and
identified the schedule of benefits for current City Councilmembers and separated tile benefits
afforded to City Councilimembers from those afforded to Department Heads;
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
follows:
SECTION 1. This resolution hereby amends Resolution No. 2015-11 and ratifies
the schedule of benefits for Councilmembers in accordance with Section 2 and Section ') of
this Resolution.
SECTION 2. Effective February 17, 2015, the schedule of benefits for
Councilmembers shall be provided as outlined in the attached Exhibit "A".
SECTION 3. Effective November 7, 2017, the schedule of benefits for
Councilmembers active on or after the effective date specified herein shall be provided as
outlined in the attached Exhibit "B".

SECTION 4. Any future changes to City COUncilmember compensation and
benefits must be enacted as authorized by law, approved by a majority vote of the City
Council, and shall take effect;upon the seating of new Councilmembers after the effective date
of the action taken.
SECTION 5. The City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original resolutions and it shall become effective
immediately upon its approval,

EXHIBIT "A"
CITY COUNCIL
SUMMARY OF BENEFITS
Effective February 3. 2015
1. Auto Allowance: The City shall contribute for each City Councilmember three hundred dollars
($300.00) per month auto allowance.
2. Deferred Compensation: The City shall contribute for each City Councilineiriber three hundred
dollars ($300.00) per month to a deferred compensation plan.
3. Dental Insurance: The City shall contribute up to $62.23 per month for dental insurance for the
member and eligible dependents. If the dental insurance plan selected by the member is less than
$62.23, the City will pay the dental insurance plan selected.
4. Retiree Dental: City Counciinnembers that retire directly from City employment shall be allowed to
participate in the City's employee dental insurance program based on employee monthly premium rates.
The City shall not contribute to the monthly premium.
5. Health Insurance: The City shall provide tip to the Los Angeles Kaiser family rate per month towards
health premiums through the Public Employees Retirement System (PERS).
6. Vision Insurance: The City shall provide City COUncilmembers with the employee only monthly cost
for vision insurance. Employees may enroll eligible dependents in the plan at the COLIFIC i [mein her' s
cost.
7. Term Life Policy: The City shall provide all City Councilmembers a term life insurance policy in the
amount of $100,000 while serving on the City Council, with an additional Accidental Death &
Dismemberment (AD&D) policy of$l 00,000 if injured in the line of duty.
S. Life Insurance (Retirement): The City shall provide a Term Life Policy in the amount of ten thousand
dollars ($10,000) following retirement directly from the City. City COUncilinembers Must serve two
terms to receive this benefit.
9. Military Buy Back: Military service credit accepted as a public service credit Linder PERS section
21024.
10. Retiree Medical: Following retirement from the City, the City shall contribute an amount equal to the
Public Employees' Medical and Hospital Care Act (PEMCHA) statuatory minimum towards the
payment of premiums for retiree health insurance under the program. Councilmembers must be age
eligible upon separation from the City, have participated in a PERS health plan and must retire from
CalPERS within 120 days of separation from the City to be eligible for this benefit.
11. Section 125 Plan: The City has established a program consistent with Section 125 of the IRS Code,
which enables Councilinembers to voluntarily use pre-tax earnings for medical, dental, and dependent
care expciises. It is understood that participation in the plan is voluntary and the City will not be
obligated to contribute to pay any City COLincilmetnber costs for those who participate in the plan.
12. Survivor Benefits (Fourth Level): Provides Fourth Level of 1959 Survivor Benefits PERS Section
21574.
13. Tuition Reimbursement: City Council's maximum annual tuition reiinbursernent (including books)
shall be one thousand and five hundred dollars ($1,500.00) per fiscal year subject to budget
appropriations.
For Citv Councilmembers elected prior to January 1, 2011:
Retirentent: City Councilmembers elected prior to January 1, 2011 shall participate in the
2.5% at age 55 PERS retirement benefit plan. The City shall pay 100% of the PERS employer
cost. Each Councilmember shall pay the full employee cost of eight percent (8%). Such
contribution shall be made on a pre-tax basis. Retirement benefits for Councilmembers under
the 2.5% at age 55 formula shall be computed using the One -Year Final Compensation Option.
Councilmembers are vested after five (5) years of full-time service credit.
2. Health Insurance Cash -Out Option: The maximum cash -out amount of $600 must be placed
into a deferred compensation plan if the Councilmember opts out of the City provided medical
plan, pursuant to Government Code § 16516 (prohibits cash out).
3. FPMC Replacement Retirement Plan: The City will provide to those City Councilmembers
retiring from the City a supplemental retirement plan that will provide a benefit based on .70%
of PERSable compensation. The age and years of service factors utilized by PERS will be
multiplied by .70% of their single highest year PERSable compensation to determine this
benefit value. This benefit will be paid annually in January of each year and will include a 2%
cost of living adjustment each year during the life of the retiree. At the time of retirement, the
City Councilmember can make a one-time election to receive either the ongoing annual
stipends or a lump sum payment based on the present value of those annual stipends.
For City Councilm embers elected Between Janaury 1. 2011 and December 31. 2012
I . Retirentent: City Councilmembers elected between January 1, 2011 and December 31, 2012,
shall participate in the 2.0% at age 60 PERS retirement benefit plan. The City shall pay 100%
of the PERS employer cost. Each COUncilmember shall pay the full employee cost of seven
percent (7%). Such contribution shall be made on a pre-tax basis. Retirement benefits for
Councilmembers under the 2.0% at age 60 formula shall be computed using the One -Year Final
Compensation Option. Councilmembers are vested after five (5) years of full-time service
credit.

Councilmembers will be required to pay the appropriate share of their pension costs and other
provisions, as required by the Public Employees' Pension Reform Act of 2013. Such
contributions shall be made on a pre-tax basis. Councilmembers are vested after five (5) years
of full-time service credit.
2. Health Insurance Cash -Out Option: The maximum cash -out amount of $ 100 must be placed
into a deferred compensation plan if the Councilmember opts out of the City provided medical
