Resolution - 2015-76RESOLUTION NO. 2015-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION FOR ACCOUNTING TECHNICIAN. The City Council of the City of West Covina does resolve as follows: WHEREAS, the Human Resources Commission has reviewed and approved the class specification for Accounting Technician. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST COVINA AS FOLLOWS: SECTION 1. That the class specification for Accounting Technician (attached hereto) is hereby adopted. SECTION 2. That this resolution shall become effective immediately upon passage and adoption. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. Operates a computer and related peripheral equipment; assists in related complex clerical and technical accounting work-, and performs related duties as assigned. Essential Functions 1. Coordinate and participate in accounting and clerical tasks related to the maintenance of the City's financial record keeping, reporting, and control system. 2. Prepare accounting spreadsheets, journal entries, and month -end reconciliations. Assist with annual audit by preparing various year end schedules and respondin-to- auditor's inquiries and request for relevant materials and information. Payroll 4. Review time sheets submitted by all departments to ensure conformance with appropriate bargaining unit contracts and administrative policies and regulations. 5. Compile payroll data, enter timesheets and ensure that bi-weekly payroll is processed accurately to comply with City's policies and procedures. 6. Prepare quarterly payroll reconciliations and W-2 forms; ensure payroll liabilities are paid timely and possess thorough knowledge of PERS regulations and City -offered fringe benefits. Purchasing 7. Examines and processes departmental requisitions, petty cash and travel reimbursements in accordance with City policies and procedures; checks expenditures against departmental budgets to assure availability of funds. 8. Maintains vendor master file, central purchasing records and files. 9. Prepare fixed asset maintenance including logging and assigning numbers as assets are purchased. Accounting Technician Page 2 Noti-Essential Functions 1. Provides clerical and technical support to other accounting activities when needed and during leaves of absences. 2. Collects data for special studies and projects as assigned and assists in preparing annual budget figures. Qualifications Required Knowledge Knowledge of principles and practices of data processing; office procedures and methods; computer operation and procedures; applicable Federal, State and local laws, rules, and regulations pertaining to payroll and purchasing; principles, methods and practices of payroll, purchasing and accounting; financial recordkeeping and data processing. Ability to operate a computer and peripheral equipment; prepare accurate and complete financial reports; compute and make calculations rapidly and accurately; conimunicate effectively, orally and in writing; and plan, organize, and coordinate work to meet deadlines. Education Specialized courses in bookkeeping, accounting, and data processing desirable. Experience Three years of increasingly responsible experience in financial systems and functions, such as complex payroll, purchasing, clerical, and technical accounting work. Skills Typing - 40 WPM; operation of a computer terminal in the processing of numerical data; 10 Key by touch. Physical Requirements This position also requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work envirormient requiring no extraordinary physical strength or other special physical qualifications.
