A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA AUTHORIZING THE CITY OF WEST COVINA TO
WITHDRAW FROM THE LOS ANGELES REGIONAL
INTEROPERABLE COMMUNICATIONS SYSTEM (LA-RICS)
WHEREAS, the City of West Covina is committed to participating in regional
interoperable public safety communications; and
WHEREAS, the Los Angeles Regional Interoperable Communication System (LA-RICS)
formed a Joint Powers Authority in 2009 in furtherance of establishing a regional public safety
radio system; and
WHEREAS, the City of West Covina, by majority vote and resolution of the City
Council in 2013, joined the East San Gabriel Valley Regional Communications Network
(ESGVRCN-JPA), a segment of the Interagency Communications Interoperability System (ICIS)
network for the east San Gabriel Valley; and
WHEREAS, in May of 2014, the LA-RICS Governance Board adopted a funding plan,
projecting the cost of continued participation in LA-RICS, which the City has determined is not
cost effective for the City of West Covina; and
WHEREAS, LA-RICS permits withdrawal without incurring any financial liability.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina
determines and resolves as follows:
1. City Manager of the City of West Covina is hereby authorized to execute all necessary
documents to effectuate the immediate withdrawal from LA-RICS.
