A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING GENERAL PLAN
AMENDMENT NO. 13-03
GENERAL PLAN AMENDMENT NO. 13-03
ADDENDUM TO PREVIOUSLY CERTIFIED MITIGATED NEGATIVE
DECLARATION OF ENVIRONMENTAL IMPACT
APPLICANT: City of West Covina
LOCATION: Citywide
WHEREAS, the City of West Covina has prepared an updated version of the Housing
Element of the West Covina General Plan and proposes to adopt this update as an amendment to
the General Plan; and
WHEREAS, the Housing Element Update has been prepared in accordance with the
requirements of State law; and
WHEREAS, the proposed Housing Element Update maintains internal consistency within
the General Plan; and
WHEREAS, the Planning. Commission, upon giving the required notice, did on the 27th
day of August, 2013, conduct a duly noticed public hearing to consider the subject application
for a General Plan Amendment, at which time the Planning Commission adopted Resolution No.
13-5532 recommending approval to the City Council; and
WHEREAS, the City Council did, on the 1" day of October, 2013, conduct a duly
advertised public hearing as prescribed by law, and considered evidence presented by the
Planning Commission, Planning Department, and other interested parties.
WHEREAS, studies and investigations made by this Commission and in its behalf reveal
the following facts:
1. Government Code Section 65302 (c) requires all cities to have a Housing Element as a
mandatory element of its General Plan.
2. Every city and county in California is required by Government Code Section 65588 to
update its . Housing element every eight years. The Housing Element sets forth goals,
policies and programs to encourage the maintenance and expansion of the City's
housing supply in order to adequately house people currently living and expected to live
in the City;
3. The Element has been prepared following the State of California Housing Element
Guidelines;
4. The Draft of the Housing Element Update has been prepared for the City of West
Covina as set forth in attached Exhibit "A,". which is incorporated by reference (the
"Element");
5. Notice for the City Council's consideration of the Housing Element was provided
pursuant to Government Code Section 65090; and
6. An Addendum to. the Previously Certified Mitigated Negative Declaration of
Environmental Impact was prepared for the proposed project pursuant to the
requirements of the California Environmental Quality Act of 1970, as amended.
NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve
as follows:

SECTION 1: Based on the evidence presented, both oral and documentary, the City
Council approves General Plan Amendment No. 13-03 updating the Housing Element attached
as Exhibit A thereby rescinding the current Housing Element of the General Plan adopted
November 20, 2012, and adopting the updated Housing Element; and
SECTION 2: Pursuant to the California Environmental Quality Act (CEQA) of 1970, an
addendum to the 2008-2014 Housing Element Update Mitigated Negative Declaration has been
prepared. This addendum demonstrates that the environmental analysis, impacts, and mitigations
identified in the Mitigated Negative Declaration for the 2008-2014 Housing Element Update
remain substantively unchanged in the 2014-2021 Housing Element Update.
