A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AUTHORIZING THE CITY, OF WEST
COVINA'S PARTICIPATION IN THE EAST SAN GABRIEL VALLEY
REGIONAL COMMUNICATIONS NETWORK; AND AUTHORIZING
THE MAYOR TO EXECUTE NECESSARY AGREEMENTS
WHEREAS, the cities of Glendora, Azusa, Covina, Irwindale, and La Verne have
proposed the East San Gabriel Valley Regional Communications Network (ESGVRCN-JPA), a
new segment of the Interagency Communications Interoperability System (ICIS) network for the
East San Gabriel Valley; and
WHEREAS, the ICIS network provides wide area, digital, interoperable public safety
radio communications, meeting the technical requirements of the Association of Public Safety
Communications Officials' (APCO) Project 25; and
WHEREAS, the City of West Covina, and the, West Covina Police Department
specifically, will benefit by joining the ESGVRCN and ICIS, dramatically improving radio
communications for first responders; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina
determines and resolves as follows:
1. Officially authorize by resolution the participation of the City of West Covina/West
Covina Police Department in the East San Gabriel Valley Regional Communications
Network (ESGVRCN-JPA) and the Interagency Communications Interoperability System
(ICIS) network;
2. Authorize the Mayor of the City of West Covina to execute a Joint Exercise of Powers
Agreement with the East San Gabriel Valley Regional Communications Network;
3. Authorize the Mayor of the City of West Covina to execute a Communications Tower
Space Lease and Access Agreement with the East San Gabriel Valley Regional
Communications Network.
4. Authorize the Mayor of the City of West Covina to execute all other agreements
necessary to effectuate this Resolution.
