Resolution - 2013-51RESOLUTION NO.2013-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION FOR REVENUE MANAGER WHEREAS, the Human Resources Commission has reviewed and approved the class specification for Revenue Manager. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL.OF THE CITY OF WEST COVINA AS FOLLOWS: SECTION 1. That the class specification for Revenue Manager (attached as Exhibit A) is hereby adopted. SECTION 2. That the salary range for Revenue Manager of $6,715 - $9,095 is hereby adopted. SECTION 3. That this resolution shall become effective immediately upon passage and adoption. SECTION 4. The City.Clerk shall certify to the adoption of this Resolution. Essential Functions 1. Reviews, develops and modifies accounting and control methods to improve existing procedures; ensures conformity to policy. 2. Performs internal audits and conducts fiscal analyses and studies. 3. Makes and monitors investments and deposits of City funds. 4. Assists in conducting financial review/internal control audits of all City departments and selected community businesses. 5. Assists in preparation of financial statements and reports. 6. Directs, oversees and participates in the development of the department's work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods, and procedures. 7. Supervises, trains and evaluates subordinate professional, technical, and clerical staff. 8. Prioritizes goals and objectives and meets deadlines. 9. Monitors sales taxes, property taxes and other revenues to increase the fiscal sustainability of the City. 10. Supervises the collection of accounts receivable, business. licenses and other City revenues. 11. Assists in the planning, organization, preparation; implementation of the' budget; identifies and forecasts revenues; projects year-end balances; analyzes and evaluates departmental budget requests.,,'. 11 Serves as Acting Finance and Administrative Services Director -as assigned. 13. Conducts special studies and projects as assigned. 14. Plans, develops and monitors accounting procedures for recording and processing of receipts, disbursements, appropriations, and transfers. 15. Prepares financial statements and other financial reports; analyzes and disseminates financial information. 16. Coordinates the preparation of records for external audits; supervises external .audit activities, analyzing audit steps and progress. Qualifications Required Knowledge and Abilities Thorough knowledge of general and fund accounting principles and practices; theories, principles and. practices of financial. administration, budgeting, reporting, financial planning,. revenue projection and management, and internal and external auditing; applications of automatic data processing to accounting and related practices including the use of PC's and related software; working knowledge of the principles and practices of organizations, administration and municipal government. Education A Bachelor's Degree from an accredited college or university with major coursework in Finance, Business Administration, Public Administration or a related field is required. Certified Public Accountant designation, Master's Degree or other accreditation in a related field is desirable. Experience Five years. of professional experience in accounting or finance, including at least three years in supervision and/or administration. Additional education may be substituted for the required supervision experience on a year -for -year basis, to a maximum of two years. License and Certificate Possession of a valid California Class C driver's license. Physical Requirements This position requires extensive and repetitive physical activity involving the arms, wrists, and bands, including writing and using keyboard. It also requires physical abilitiesassociated with the ability to see, read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.
