Resolution - 2013-50RESOLUTION NO.2013-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION. FOR ADMINISTRATIVE SERVICES MANAGER WHEREAS, the Human Resources Commission has reviewed and . approved the class specification for Administrative Services Manager. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY'COUNCIL OF THE CITY OF WEST COVINA AS FOLLOWS: SECTION 1. That the class specification for Administrative Services Manager (attached as Exhibit A) is hereby adopted. . SECTION 2. That the .salary range for Administrative Services Manager of $6,763 - $9,130 per month is hereby adopted. SECTION 3. That this resolution shall become effective immediately upon passage and adoption. SECTION 4. The .City Clerk shall certify to the adoption of this Resolution. Under general direction of the Finance and Administrative Services Director, is responsible for the preparation of the budget; assists with the administration of the City's Human Resources, risk management and Employee Relations programs and services; develops, implements, administers, and coordinates risk management programs designed to minimize losses and to ensure the efficient and economical operation of the City's liability, workers' compensation, employee safety, life (state disability), long term disability, and loss control programs; assists the Finance and Administrative Services Director in administration of the Department, managing Human Resources programs including recruitment, testing and. selection, position classification plans, employee benefits and compensation, employee and labor relations programs, and employee training and development; assumes related responsibilities and performs work as required. Essential Functions 1. Reviews, develops and modifies budgetary and control methods to improve existing procedures; ensures conformity to policy. 2. Assist in the planning, organization, preparation, implementation of the budget; identifies and forecasts revenues; projects year-end balances; analyzes and evaluates departmental budget requests. 3. Assist_in conducting financial review/internal control audits of all City departments. 4. Assist in preparation of financial statements and reports. 5. Develop, implement and maintain the Human Resources Department goals, objectives' policies and priorities for appropriate service areas, and ensure that established goals and priorities are achieved. 6. Supervise, train, develop and lead staff to provide effective delivery of services to the public, managers within the City organization, employees and public officials. 7. Assist with the Citywide recruitment, testing and selection program to provide qualified employees for City departments as required within guidelines and legal requirements of related federal, state, city laws.and regulations. 8. Assist with the Citywide Classification and Compensation Plan for all City classifications. Conduct classification .surveys as needed to ensure all job classification'specifications are current as to the essential duties of each classification. Analyze and recommend changes to classification specifications as needed. 9. Provides administrative and technical support to the City's Chief Negotiator during labor contract negotiations with City employee organizations. Draft contract language and administer labor contracts, including contract amendments as required. . 10. Serve as staff to the City's Human Resource Commission. Prepare agendas and reports. Provide advice and interpretation of Human Resources policies, rules, guidelines, practices, regulations and laws, which apply to the City's Human Resources, Risk Management and Employee Relations Programs. 11. Administer Citywide employee benefits and retirement programs through contract administration and outside provider'services. Conduct surveys of employee benefit plans and prepare reports that reflect cost effectiveness and delivery of. benefits as contracted. 12. Analyze, coordinate and direct training programs that are conducted by the City in order to meet the significant on -going training needs of the City. 13. Manage and coordinate the Finance and Administrative Services Department budget. Monitor and approve expenditures, and make budget adjustments as necessary. 14. Conduct investigations of complaints alleging violation of . Equal Employment Opportunity (EEO) and Department of Fair Employment and Housing (DFEH) laws, discrimination and harassment. Conduct other workplace administrative investigations as required. 15. Review human resources and employee performance issues with managers, supervisors, employee and labor representatives. Assist in determining specific violations and recommend problem -solving strategies and resolutions. Review disciplinary actions for consistency and compliance with policies. 16. Assist with special human resources programs including but not limited to employee recognition programs, unemployment insurance programs, and tuition and education assistance. 17. Review, analyze, advise and provide updates to `City staff on various reports, issues, legislation, court cases and other topics related to Human Resources and Employee Relations. 18. Establish and maintain positive working relationships with City staff, elected officials, professionals, community and other government representatives, and the public. 19. Analyzes proposed City programs and projects for potential liabilities and makes related recommendations. 20. Administers and coordinates the settlement of liability and workers' compensation claims against the City. 21. Serves as Acting Finance and Administrative Services Director as,assigned. 22. Conducts special studies and projects as assigned. Qualifications Required Knowledge and Abilities Principles, practices and theories of general fund accounting, financial administration, budgeting, reporting, financial planning, revenue projection and management, internal and external auditing, public organizational development, human resources and employee relations, administration, organization, and operation; -Develop and administer a budget; knowledge of standard office procedures, practices, and equipment including computers and applicable software applications with automatic data processing to accounting and related practices including the use of related software; working knowledge of the principles and practices of organizations,_ administration and municipal government. Concepts and practices of classification and compensation plan administration; Recruitment and selection techniques and procedures; Benefit and retirement system administration; Principles and practice of employer -employee relations; Equal Employment Opportunity programs and legislation; Methods and techniques of supervision, training and motivation; Research methods and report preparation and presentation; Methods - and techniques of scheduling work assignments; Methods and techniques for record keeping and report preparation; Occupational hazards and standard safety practices. Plan, direct, organize, train, evaluate, manage, assign, and coordinate the work of the Administrative Services Division and assigned staff, Develop and administer effective department and program goals, objectives, policies, and methods for evaluating achievement and performance levels; Properly interpret explain, and make decisions in accordance with applicable federal, state and local laws, codes. and regulations; including labor laws, codes, regulations and policies; Analyze complex administrative Human Resource benefits and Employee Relations issues; Read, interpret and record data accurately; Organize, prioritize and follow-up on work assignments;Work* independently and as a part of a team; Make sound decisions within established guidelines; Follow written and oral directions; Observe safety principles and work in a safe manner; Communicate clearly and concisely, both orally and in writing; and Establish and maintain effective working relationships. i Education A Bachelor's Degree from an accredited college or university with major coursework in Finance, Business Administration, Human Resources, Personnel Management, Public Administration or Industrial Relations or a related field is required. Certified Public Accountant designation, Master's Degree or other accreditation in a related field is desirable. Experience Five years of professional experience with increasing responsibility in Finance, Public Administration or Human Resources, including at least three years in supervision and/or administration. Additional education may be substituted for the required supervision experience on a year -for -year basis, to a maximum of two, years. License and Certificate Possession of 'a valid California Class C driver's license. Physical Requirements This position requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to see, read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.
