Resolution - 2013-48RESOLUTION NO.2013-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION FOR ASSISTANT CITY MANAGER/CDC DIRECTOR WHEREAS, the Human Resources Commission has reviewed and approved the class specification for Assistant City Manager/CDC Director. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE -CITY OF WEST COVINA AS FOLLOWS: SECTION 1. "That the class specification for ' Assistant City Manager/CDC Director (attached as Exhibit A) is hereby adopted. SECTION 2. That the salary range for Assistant City Manager/CDC Director of $11,583 - $15,637 per month is hereby adopted. SECTION 3.. That this resolution ,shall become effective immediately upon passage and adoption. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. ATTEST: I, LAURIE CARRICO, CITY CLERK of the City of West Covina, California, do hereby certify that the foregoing resolution.was duly adopted by the City Council of the City of West Covina, California, at a regular meeting held thereof on the 16t" day of July 2013 by the following vote of the City Council: AYES: Herfert, McIntyre, Sotelo, Sykes, Sanderson NOES: None ABSENT: None ABSTAIN: None City Clerk Laurie Carrico APPROVED AS TO FORM: City ttorney Arnold Alvarez-Glasman Exhibit A CITY OF WEST COVINA EXECUTIVE MANAGEMENT CLASS SPECIFICATION July 2013 ASSISTANT CITY MANAGER/CDC DIRECTOR Job Summary To assist the .City Manager in planning, organizing, and directing the activities of all City departments; supervise the day-to-day operations of the City; to supervise the activities of the City Manager's Office; to coordinate activities among and with other divisions and departments; to provide highly complex staff assistance to the City Manager and City Council; to be responsible for oversight of specific operational areas of the City as may be assigned by the City Manager; to . serve as the Acting City Manager in the City Manager's absence; to serve as Community Development Commission Director in administering the planning, organizing, and administration of the City's economic development and housing programs; may be involved in administrative projects outside normal area of specialization; makes recommendations regarding area of responsibility to Executive Director and Successor Agency Board; monitors performance and evaluates program effectiveness; makes presentations to officials and community representatives; and does related work as required: Essential Functions 1. Assist the City Manager in developing, planning, implementing, and administering Citywide goals and objectives, as well as policies and procedures necessary to, provide or improve new or modified programs, systems, policies, and procedures. Provide staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence. 2. Supervise the day-to-day operations of the City. 3. Provide highly complex staff assistance to the City Council, commissions, committees and the City Manager in matters related to a wide variety of City administration activities and programs. 4. Provide direction, supervision and/or advice to City department management; prepare the City's work program; coordinate interdepartmental activities, as well as City activities with outside agencies and organizations. 5. Exercise direct and indirect supervision over management, professional, and clerical staff. Assigns and organizes work activities; directs special projects and programs; monitors work flow, and reviews. and evaluates work products, methods, and procedures. 6. Directs and administers the City's residential, commercial and industrial economic development and economic development programs, including housing and commercial rehabilitation, business retention and attraction, and related programs. 7. Coordinates land "acquisition and clearing, financing, and construction activities in accordance with program policies and requirements. 8. Establishes, modifies, and evaluates program standards, policies, and procedures. 9. Supervises preparation of requirements and specifications for economic development and housing projects and programs. 10. Attends and makes presentations at variousstaff, professional, and public hearings and meetings. 11. Participates. in the selection of and directs consultants engaged to perform a variety of special studies related to economic development activities. 12. Supervises the designation and prioritization of economic development projects. 13. Provides information on economic development projects to interested developers, businesses, and the general public. 14. Evaluates multiple factors, involving economics, community needs, and land use in developing recommendations for the types of development appropriate for the City. 15. Supervises assigned staff-, conducts staff training and development. 16. Serves as Acting City Manager in the absence of the City Manager. 17. Direct, supervise, and participate in the City's legislative information program, ombudsman program and the community image program; review and respond to sensitive or complex citizen complaints or requests for information; oversee the preparation of City publications. 18. Meet with members of the public including members of the business community and citizen groups to explain. City policies, procedures, goals, and objectives; negotiate agreements and resolve difficult City administration related problems and questions. Qualifications Required Knowledge and Abilities. Considerable Knowledge of: modern principles, methods, and problems in municipal public administration including organization, personnel, and fiscal management systems and procedures; City planning and economic development process, economics, municipal :,finance, and sociology as applied to City planning; current on literature and recent developments in the field of public planning and economic development; practices of civil engineering and 'physical design as applied to City planning; ability to carry planning assignments to completion,: through the formulation, of creative planning solutions;. plan, assign, and supervise the 'work of subordinate employees, and participate in technical research on economic . sociological, engineering, and planning problems; knowledge of research methodology, and report preparation; develop ' and maintain effective working relationships with officials, other government agencies, and the general public; and communicate clearly and concisely orally and in writing; knowledge of city government and intergovernmental relationships. Education A Bachelor's degree in public or business administration or related field. Graduation from an accredited college or university, with major course work in city planning, architecture, civil engineering, public administration or related field. Master's degree or graduate work in City planning, engineering, public administration, economics or finance is desirable. Experience il Five years of increasingly responsible professional or management experience in administrative analysis, and administrative research in a municipal government setting. Physical Requirements This position also requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.
