Resolution - 2012-82RESOLUTION NO.2012-82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING AND ADOPTING BENEFIT REVISIONS RELATING TO EMPLOYEES REPRESENTED BY THE WEST COVINA POLICE MANAGEMENT ASSOCIATION, EMPLOYEES REPRESENTED BY THE WEST COVINA POLICE OFFICERS' ASSOCIATION, EMPLOYEES REPRESENTED BY THE WEST COVINA FIRE MANAGEMENT ASSOCIATION, AND EMPLOYEES REPRESENTED BY THE WEST COVINA FIREFIGHTERS' ASSOCIATION, I.A.F.F., LOCAL 3226 WHEREAS, the City of West Covina and the West Covina Police Management Association completed negotiation of a Memorandum of Understanding which is effective July 1, 2012 through June 30, 2014, and which provides for benefit revisions for the employees represented by the West Covina Police Management Association; and WHEREAS, the City of West Covina and the West Covina Police Officers' Association completed negotiation of a Memorandum of Understanding which is effective July 1, 2012 through June 30, 2014, and which provides for benefit revisions for the employees represented by the West Covina Police Officers' Association; and WHEREAS, the City of West Covina and the West Covina Fire Management Association completed negotiation of a Memorandum of Understanding which is effective July 1, 2012 through June 30, 2014, and which provides for benefit revisions for the employees represented by the West Covina Fire Management Association; and WHEREAS, the City of West Covina and the West Covina Firefighters' Association, I.A.F.F., Local 3226, completed negotiation of a Memorandum of Understanding which is effective July 1, 2012 through June 30, 2014, and which provides for benefit revisions for the employees represented by the West Covina Firefighters' Association, I.A.F.F., Local 3226; 1 NOW, THEREFORE, the City Council of the City of West Covina does resolve, determine and order as follows: SECTION 1. The following benefit revisions for the employees represented by the West Covina Police Management Association, and for the employees represented by the West Covina Police Officers' Association, shall be approved and adopted, as follows: • Employee Health Insurance: Effective January 1, 2013, the City shall pay the PEMHCA minimum contribution for active and retired employees. The City shall also implement effective January 1, 2013, a Cafeteria Plan under IRS Section 125 for active employees. Until the expiration of the term of the Memorandum of Understanding, the City's contribution to the Cafeteria Plan for an employee's health insurance shall be an amount that, when added to the PEMHCA minimum contribution, is equal to the Kaiser Full Family premium rate; provided, that if an employee chooses a plan that is less than the Kaiser Full Family premium rate, the City's contribution to the Cafeteria Plan for the employee's health insurance shall be an amount that, when added to the PEMHCA minimum contribution, is equal to the premium rate for the plan chosen by the employee; and provided further, that if an employee selects a single party plan with a monthly premium of less than six hundred dollars ($600.00), the City's contribution to the Cafeteria Plan for the employee's health insurance shall be an amount that, when added to the PEMHCA minimum contribution, is equal to $600.00. • Retiree Longevity Stipend: The City shall make a retiree longevity stipend contribution with respect to employees hired prior to July 1, 2012 with a minimum of five years sworn service with the West Covina Police Department when they retire from the City. The City shall also make a retiree longevity stipend contribution with respect to employees hired on or after July 1, 2012 who retire from the City with a minimum of 20 years of sworn service, five of which were with the West Covina Police Department. The retiree Resolution No. 2012-82 Page 2 longevity stipend shall be deposited on a monthly basis into the retiree's qualified Health Reimbursement Account Plan (Retiree HRA Plan). The monthly retiree longevity stipend for a qualifying retiree shall be one thousand four dollars and eighty cents ($1,004.80), minus the PEMHCA minimum contribution for that month; provided, that if the retiree chooses a plan that is less than $1,004.80, the monthly retiree longevity stipend shall be the amount of the plan, minus the PEMHCA minimum contribution for that month; and provided further, that if the retiree does not use PERS medical, the monthly retiree longevity stipend shall be $1,004.80, without reduction for the PEMHCA minimum contribution. To the extent that any changes are to be made to the Employee Medical Health Plan Benefits, the parties shall be required to comply with the requirements of the Meyers- Milias Brown Act (Government Code Section 3500 et.seq.) and any other applicable state or federal law. SECTION 2.
