A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ADOPTING A NEW MEMORANDUM OF
UNDERSTANDING (MOU) FOR THE POLICE MANAGEMENT
ASSOCIATION AND AMENDING BENEFITS FOR CLASSES
REPRESENTED BY THE POLICE MANAGEMENT ASSOCIATION
WHEREAS, the City of West Covina has met and conferred with the Police
Management Association (PMA),
WHEREAS, the City and PMA have agreed upon certain changes to benefits and terms
and conditions of employment in an agreed upon Memorandum of Understanding (MOU), as
outlined in Attachment A; and
WHEREAS, the MOU has been referred to the City Council.
NOW, THEREFORE, the City Council of the City of West Covina does resolve,
determine and order as follows:
SECTION 1. Term: Memorandum of Understanding is for a two (2) year term, and
shall remain in full force and effect through midnight, June 30, 2014.
SECTION 2. Salary: Effective the first day of the pay period beginning on or after July
1, 2012, employees shall receive a 2.5% salary increase.
SECTION 3. PERS Member Contribution: Effective the first day of the pay period
beginning on or after July 1, 2012, employees will pay the 9% employee contribution to the
Public Employees' Retirement System (PERS) for their retirement benefit.
SECTION 4. PERS Formula: Effective as soon as the City's contract with PERS is
amended, all new hires will participate in a second tier of retirement benefits that will.include the
3% @ 55 retirement option pursuant to Government Code Section 21363.1 and the Three -Year
Average Final Compensation Option pursuant to Government Code Section 20037.
SECTION 5. PARS Supplemental Retirement Plan: Effective July 1, 2012, new
hires will have to be employed' as a Police Management employee for. a minimum of three (3)
years to receive this benefit.
SECTION 6. Retiree Medical: Effective January 1, 2013, the City's monthly premium
for retirees will be capped at $1,004.80 (including the PERS statutory minimum employer
contribution). New employees hired on or after July 1, 2012, will only be eligible to receive this
retiree medical amount if they retire from the City of West Covina with a minimum of twenty
(20) years of sworn service, five (5) of which must be with the City of West Covina. All new
hires hired on or after July 1, 2012, with less than twenty (20) years of sworn service will only
receive the statutory minimum as required by PERS:
SECTION 7. Annual Sick Leave Cash Out: Effective the first day of the pay period
beginning on or after July 1, 2012, employees will be able to cash out an additional twenty (20)
hours of sick leave per year provided they maintain a required minimum balance each year.
SECTION 8. Deferred Compensation: Effective the first day of the pay period
beginning on or after July 1, 2012, the City will no longer contribute 2.5% of salary toward a
deferred compensation plan for each employee.
SECTION 9. Holiday Pay: Effective the first day of the pay period beginning on or
after July 1, 2012, shift employees will have the option to have pay for holidays provided to
them each month throughout the year on a pro-rata basis.
SECTION 10. 80-Hour Compensatory Time Bank: Effective the first day of the pay
period beginning on or after July 1, 2012, the City will make a one-time deposit of eighty (80)
hours of leave into a compensatory time bank for each employee. This leave may only be used

when it will not create the need to cover the absence with overtime. These hours will have not
cash value and any hours remaining in this bank upon separation from employment will not be
cashed out and paid to the employee.
SECTION 11. Rideshare Program: The City's rideshare program that provides
incentives for employees to carpool or use alternate methods of transportation to and from work
will be eliminated effective July 1, 2012.
