A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA APPROVING PARTICIPATION IN THE INSTITUTE FOR
LOCAL GOVERNMENT'S RECOGNITION PROGRAM, THE BEACON
AWARD: LOCAL LEADERSHIP. TOWARD SOLVING CLIMATE
CHANGE
WHEREAS, ithe City of West Covina is undertaking policies, programs and activities to
reduce greenhouse gas emissions and save energy; and
WHEREAS,
energy and money,
community; and .
WHEREAS,
sustainability progr
groups .and others; ail
these policies, programs and activities conserve natural resources, save
and promote sustainable land use and transportation planning in the
cities and, counties statewide are leading by example by adopting innovative
ms and policies, including working with community residents, business

WHEREAS, the City of West Covina adopted an Energy Action Plan outlining its
sustainable conservation goals to reduce the impact of greenhouse gas emissions within the
community; and
WHEREAS, the City of West Covina has become a model City for its energy efficiency
efforts and the first City ever to reach the Platinum level in the Energy Leader Model within the
Southern California Edison territory; and
WHEREAS,Ithe City of West Covina continues to expand its energy efficiency efforts as
well as continues to be acknowledged for its accomplishments and shares its experiences with
other communities, and
WHEREAS,'the Beacon Award: Local Leadership Toward 'Solving Climate Change is a
voluntary program of the Institute for Local Government, the non-profit research and education
affiliate of the California State Association of Counties and the League of California Cities; and
WHEREAS, I the Beacon Award recognizes and celebrates achievements of cities and
counties that reduce greenhouse gas emissions and save energy; and
WHEREAS, participating in the Beacon Award is an opportunity for the City of West
Covina to be recognized for its efforts to promote sustainability, reduce greenhouse gas
emissions, and save energy.
