Resolution - 2007-5RESOLUTION NO. 2007-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING CAMERON PARK MASTER PLAN AMENDMENT NO.4 • CAMERON PARK MASTER PLAN AMENDMENT NO. 4 CATEGORICAL EXEMPTION APPLICANT: City of West Covina LOCATION: Cameron Park, 1305 E. Cameron Avenue WHEREAS, on July 14, 1980, the City Council adopted the Cameron Park Master Plan; and WHEREAS, the park is currently developed with amenities which include a community center, a gymnasium, a softball field with a concession stand, a play area, picnic shelters, restroom facilities, and public parking; and WHEREAS, a request has been initiated to allow the extension of the evening use of the sports field and sports field lighting at Cameron Park from 9:00 p.m. to 9:30 p.m.; and WHEREAS, the Planning Commission, upon giving the required notice, did on the 91h day of January, 2007, conduct a duly advertised public hearing as prescribed by law to consider said application; and WHEREAS, the City Council did, upon giving the required notice, on the 61h day of February, 2007, conduct a duly advertised public hearing as prescribed by law to consider said request; and WHEREAS, based on the evidence presented to the City Council, both oral and documentary, the City Council finds as follows: 1. The proposed amendment is consistent with the City's General Plan policy for development of a community park. 2. The proposed amendment is consistent with the General Plan Environmental Quality Element which adopts, as goals, the provision of "adequate recreational facilities and programs for the citizens of West Covina and "the periodic evaluation of the facilities in parks." 3. The project is a Categorical Exemption, Class 1 (Section 15332: Existing facilities) pursuant to the requirements of the California Environmental Quality Act of 1970 (CEQA) since the project site involves the use of existing lighting fixtures at Cameron Park. NOW THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. On the basis of the evidence presented, both oral and documentary, the Planning Commission recommends to the City Council approval of Cameron Park Master Plan Amendment No. 4, subject to the following conditions: • a. Facility Use Agreements shall specify that games shall cease no later than 9:00 p.m. b. Ballfield lighting shall be adjusted and/or shielded to prevent the visibility of direct glare to adjacent homes to the North prior to the use of new lighting hours. c. These conditions shall supercede conditions g. and j. of City Council Resolution No. 9255 approving Cameron Park Master Plan Amendment No. 1. All other conditions of said resolution shall remain in effect. Resolution No. 2007-5 February. 6, 2007 SECTION 2.
