Resolution - 2007-31RESOLUTION NO.2007-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 2004-21, RELATING TO CLASSIFICATION, COMPENSATION AND BENEFITS FOR DEPARTMENT HEADS • WHEREAS, the City of West Covina provides salary adjustments deemed appropriate to attract and retain qualified executives; and WHEREAS, the City of West Covina has examined the adjustments provided to comparable Department Heads in the Labor market; and WHEREAS, cost of living salary increases for those Department Heads have been deemed appropriate as a means to attract and retain executive managers, remain competitive in the market, and prevent salary compaction with the Mid -Management Employees Association. NOW, THEREFORE, the City Council of the City of West Covina does resolve that Resolution No. 2004-21 relating to management (Department Head) salaries is hereby amended as follows: SECTION 1. Cost of Living Adjustment: Consistent with the cost of living salary increases approved for the miscellaneous groups, and to prevent salary compaction with classifications in the Mid -Management Employees Association, all Department Heads will receive a receive a three and one-half percent salary adjustment (3.5%) above their classifications' currently assigned salary range retroactive to the first day of the pay period beginning on or after July 1, 2006. Effective June 30, 2007, all Department Heads shall receive a four percent (4%) salary adjustment above their classifications' currently assigned salary range. Effective June 28, 2008, all Department Heads shall receive a four percent (4%) salary adjustment above their classifications' currently assigned salary range. The salary tables for the affected Department Head classifications are attached as Attachment 1. SECTION 2. Medical Insurance: Effective July 1, 2006, the City shall continue to pay the Kaiser Plan +2 or more rate per month towards employee cost of health (medical) insurance premiums for eligible employees. SECTION 3. Dental Insurance: Effective January 1, 2007, the City shall increase the dental contribution from $31.00 per month up to a maximum of $53.28 per month for the cost of dental plan insurance for employees and their eligible dependents. SECTION 4. Vision Insurance: Effective July 1, 2007, the City shall pay for a Vision Plan for employees only. Employees may enroll their eligible dependents in the plan, at the employee's cost. SECTION 5. PERS Employee's Contribution Paid by the City: Employees currently pay 1 % of the 8% employee contribution for the PERS 2.5% of 55 Retirement Plan. Retroactive to July 1, 2006, the City will pay the entire 8% employee contribution. SECTION 6. The City Clerk shall certify to the adoption of this Resolution.
