A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, CASTING ALL 11
VOTES FOR COUNCILMEMBER MICHAEL TOUHEY OF
WEST COVINA TO REPRESENT CITIES WITHOUT
PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF
THE SAN GABRIEL BASIN WATER QUALITY
• AUTHORITY
WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor
Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and
WHEREAS, the San Gabriel Basin Water Quality Authority is composed of seven
members, with three appointed members from each of the three municipal water districts, one
elected City Council person from cities in the San Gabriel Basin with prescriptive water pumping
rights, and one elected City Council person from cities in the San Gabriel Basin without
prescriptive water pumping rights, and two members representing water producers in the San
Gabriel Basin; and
WHEREAS, the City of West Covina is one of the cities in the San Gabriel Basin without
prescriptive pumping rights in the San Gabriel groundwater basin; and
WHEREAS, the City of West Covina may cast its eleven (11) votes for a representative
by resolution no later than December 18, 2006 at 5:00 p.m.
NOW THEREFORE, the City Council of the City of West Covina does resolve as
follows:
SECTION 1. The City Council of West Covina casts its eleven (11) votes for
Councilmember Michael Touhey of West Covina as the representative for cities, in the San
Gabriel Basin without prescriptive pumping rights.
SECTION 2. The City Clerk of the City of West Covina is directed to attest to this
Resolution and shall thereupon become in full force and effect. The City Clerk is further directed
to forward this Resolution to the San Gabriel Basin Water Quality Authority for their records.
PASSED, APPROVED AND ADOPTED on this 7`" day of November, 2006.
