Resolution - 2006-80RESOLUTION NO.2006-80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING GENERAL PLAN AMENDMENT NO. 06-03 GENERAL PLAN AMENDMENT NO. 06-03 •CATEGORICAL EXCEPTION APPLICANT: City of West Covina LOCATION: 555 E. Vine Avenue WHEREAS, the applicant has requested that the City Council consider the redesignation of land use as set forth in the General Plan from: "Office Professional" to "Low Medium Residential' (4.1 to 8.0 dwelling units per acre), as indicated on Exhibit A, on that certain property generally described as: Assessor Parcel No. 8487-017-042, as shown on the latest rolls of the Los Angeles County Tax Assessor; and WHEREAS, the proposed "Single -Family Residential' (R-1), Area District H zoning classification is consistent with the proposed "Low Medium Residential' (4.1 to 8.0 dwelling units per acre) General Plan designation; and WHEREAS, the Planning Commission upon giving the required notice did. on the 261h day of September, 2006, conduct a duly advertised public hearing as prescribed by law to consider said application; and WHEREAS, the Planning Commission did adopt Resolution No. 06-5168 recommending approval of the General Plan amendment; and WHEREAS, the City Council did, on the 17`h day of October, 2006, conduct a duly advertised public hearing as prescribed by law, and considered evidence presented by the Planning Commission, Planning Department, and other interested parties. NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve as follows: SECTION 1: Based on the evidence presented, both oral and documentary, the City Council approves General Plan Amendment No. 06-03, amending the land use designation for the subject property as set forth on the Land Use Map of the Land Use Element as depicted on Exhibit A; and SECTION 2: The project is a General Exemption (Section 15061 (b) (3)) from the California Environmental Quality Act of 1970 (CEQA) in that the proposed general plan amendment and zone change will not have a significant effect on the environment and any future development of the property would be in compliance with CEQA. PASSED and APPROVED on this 17"' day October, 2006.
