A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, NOMINATING COUNCILMEMBER
MICHAEL TOUHEY TO REPRESENT CITIES WITHOUT
PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF THE SAN
• GABRIEL BASIN WATER QUALITY AUTHORITY
WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor
Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and
WHEREAS, in order to be eligible to hold office as a city member or alternate city
member representing cities without pumping rights on the San Gabriel Basin Water Quality
Authority Board, the nominee must be an elected member of the city council of a city without
pumping rights; and
WHEREAS, on or about October 12, 2001, Assembly Bill 152 (Chapter 259 of the
Statutes of 2001) amending the San Gabriel Basin Water Quality Authority Act, was signed into
law by Governor Gray Davis; and
WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of
seven members, one member from each of the three overlying municipal water districts, one from
a city with prescriptive water pumping rights, one from a city without prescriptive water pumping
rights, and two members representing water purveyors; and
WHEREAS, the City of West Covina is one of the cities in the San Gabriel Basin without
pumping rights; and
WHEREAS, the City of West Covina may nominate a representative by resolution from
September 20, 2006 through October 20, 2006.
Now therefore the City Council of the City of West Covina does resolve as follows:
SECTION 1. The City Council of West Covina nominates Michael Touhey, an elected
member of the City Council of West Covina, as the representative for cities in the San Gabriel
Basin without prescriptive water pumping rights.
SECTION 2. The City Clerk of the City of West Covina is directed to attest to this
Resolution and shall thereupon become in full force and effect. The City Clerk is further directed
to forward this Resolution to. the San Gabriel Basin Water Quality Authority for their records.
