A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, INITIATING AN AMENDMENT TO CHAPTER
26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE
PERTAINING TO SEPARATION OF BARNS/CORRALS AND
SWIMMING POOLS IN SINGLE-FAMILY RESIDENTIAL ZONES
• WHEREAS, on May 16, 2006, the City Council considered a proposal by
Councilmember Shelley Sanderson to consider initiating a code amendment related to
establishing a minimum separation between barns, stables, or corrals and swimming pools or
spas in single-family residential zones, and at that time the City Council consented to bringing
forward the adoption of a resolution of initiation regarding this matter for formal consideration;
and
WHEREAS, the following factors exist which warrant the consideration of an
amendment to Chapter 26 of the West Covina Municipal Code (Zoning):
1. The Zoning Code currently establishes a minimum separation between barns, stables, or
corrals and residences or habitable structures, but does establish a similar separation
between barns, stables, or corrals and swimming pools or spas.
2. The potential for adverse impacts of bams/stables in too close proximity to residences can
also potentially apply to swimming pools and spas.
3. The desire to provide for the harmonious keeping of horses and other large animals in a
residential setting warrants the proper setbacks and separations between bams/corrals and
swimming pools/spas.
NOW, THEREFORE, the City Council of the City of West Covina, in conformance with
Section 26-153(b)(1) of the West Covina Municipal Code, does hereby initiate does hereby an
application for a code amendment related establishing a minimum separation between barns,
stables, or corrals and swimming pools or spas in single-family residential zones.
The City Clerk shall certify to the passage of this Resolution.
