A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, INITIATING AN AMENDMENT TO CHAPTER
26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE
PERTAINING TO SECOND DRIVEWAYS IN SINGLE-FAMILY
RESIDENTIAL ZONES
WHEREAS, on May 2, 2006, the City Council considered a proposal by Mayor Pro Tern
Michael Touhey to consider initiating a code amendment related to second driveways in single-
family residential zones and at that time the City Council consented to bringing forward the
adoption of a resolution of initiation regarding this matter for formal consideration; and
WHEREAS, the following factors exist which warrant the consideration of an
amendment to Chapter 26 of the West Covina Municipal Code (Zoning):
1. The Zoning Code currently defines a driveway as leading directly from the street to a
garage or carport.
2. The Zoning Code also allows for the parking and storage of recreational vehicles and
equipment in screened rear and side yard areas, which in some cases may not be readily
accessed from an allowed driveway.
3. The desire to allow for the safe, proper, and convenient parking of recreational vehicles
and equipment may in some cases warrant the installation of an additional driveway to
provide access to appropriate storage areas.
NOW, THEREFORE, the City Council of the City of West Covina, in conformance with
Section 26-153(b)(1) of the West Covina Municipal Code, does hereby initiate does hereby an
application for a Code amendment related to second driveways in single-family residential zones.
The City Clerk shall certify to the passage of this Resolution.
