A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING AROMA PARK MASTER PLAN

CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Aroma Park
East Aroma Drive, North of Galster Way
WHEREAS, a 30,000 square -foot parcel was dedicated to the City as part of the
development of the Pacific Park housing development for the purpose of creating a new
neighborhood park; and
WHEREAS, the City now desired to establish a master plan to determine improvements
for the park; and
WHEREAS, the Planning Commission, upon giving the required notice, did on the 9`h
day of August, conduct a duly advertised public hearing as prescribed by law to consider said
application; and
WHEREAS, the Planning Commission did adopt Resolution No. 05-0540 recommending
to the City Council approval of Aroma Park Master Plan; and
WHEREAS, the City Council did, upon giving the required notice, on the 61h day of
September, 2005, conduct a duly advertised public hearing as prescribed by law to consider. said
request; and
WHEREAS, based on the evidence presented to the City Council, both oral and
documentary, the City Council finds as follows:
1. The proposed master plan is consistent with the City's General Plan policy for
development of a neighborhood park.
2. The proposed amendment is consistent with the General. Plan Environmental Quality
Element, which adopts as goals the provision of "adequate recreational facilities and
programs for the citizens of West Covina" and "the periodic evaluation of the facilities in
- parks."
3. The proposed master plan allows for the development of a neighborhood park on a
30,000-square foot parcel that has been dedicated to the City.
4. The project is a Categorical Exemption, Class 4 (Section 15304: Minor Alteration to
Land) pursuant to the requirements of the California Environmental Quality Act of 1970
(CEQA) in that it consists of the installation of park improvements on land owned by the
City for the development of a neighborhood park at Aroma Park.
NOW THEREFORE, the City Council of the City of West Covina does resolve as
follows:
• Section No 1. On the basis of the evidence presented, both oral and documentary, the
City Council of the City of West Covina does hereby approve Aroma Park Master Plan, subject
to the following conditions:
a. Final plans for the park rehabilitation shall be submitted for review and approval by the
Planning Department, Public Works Department, and Community Services Department
and shall be in substantial conformance with the location specified on the plans reviewed
by the City Council on September 6, 2005.

b. Prior to the commencement of construction, landscape plans shall be submitted to the
Planning Department and Maintenance Division for review and approval. The
landscaping plan shall conform to the approved site plan and shall include the location of
existing tress and all new plant materials. No trees shall be removed unless specifically
enumerated on the proposed landscape plan.
c. A landscape screen shall be planted along the easterly boundary of the park site to buffer
the neighboring single-family residences. This landscape screen shall consist of shrubs
and trees.
d. Prior to the commencement of construction, all proposed light fixture specifications shall
be provided to the Planning Department. The Lighting Plan shall comply with the
Lighting Standards established in Planning Commission Resolution No. 2513, Revision
No. 6. Any new lighting shall be shielded and directed so as to prevent light from
shining into surrounding properties. If new lighting fixtures over ten feet in height are
proposed, a photometric plan shall be reviewed and approved by the Planning
Department and Engineering Division. 11
e. Plans for colors, materials and construction of any park equipment shall be reviewed by
the Planning Department and Building Division for compliance with applicable
regulations.
f. Picnic tables shall be designed of permanent materials such as concrete or stone and be
affixed to the ground so that they are unable to be moved.
g. Grading and construction shall be designed and implemented in accordance with the
requirements of the City Engineer Department and the Building Department. In addition,
grading and construction shall be completed in accordance with the West Covina
Municipal Code and the Uniform Building Code.
The grading and drainage is required to be designed by a registered Civil Engineer and
the project will be required to comply with Standard Urban Stormwater Mitigation Plans
(SUSWMPS), as determined by the Public Works Department. In addition the grading
shall be completed in accordance with the West Covina Municipal Code and the Uniform
Building Code.
h. Grading plans required by Public Works shall be submitted to the Planning Department
for review. The grading plans shall identify all trees to be removed from the site.
i. Grading and construction activities shall comply with the City's grading and noise
ordinance. Requirements include, but are not limited to, restricting excavation, grading,
and other construction activities to the hours between 7:00 a.m. and 8:00 p.m. All
construction equipment shall have properly operating and maintained muffle.
j. The tot lot shall be relocated toward the center of the park, farther from the street than
indicated on the concept plan.
Section No 2. That the City Clerk shall certify to the adoption of this resolution.
