A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING CORTEZ PARK MASTER PLAN
AMENDMENT NO. 8

CATEGORICAL EXEMPTION
APPLICANT: City of West Covina

WHEREAS, on June 18, 1977, the City Council adopted the Cortez Park Specific Plan;
and
WHEREAS, the park it currently developed with amenities which include senior citizen
center, two baseball fields, a multi -purpose field, a tot lot and play area, picnic shelters, restroom
facilities, a fire station and public parking; and
WHEREAS, a request has been initiated to allow expansion and improvements at Cortez
Park; and
WHEREAS, the Planning Commission, upon giving the required notice, did on the 31'`
day of May, 2005, conduct a duly advertised public hearing as prescribed by law to consider said
application; and
WHEREAS, the Planning Commission did adopt Resolution No. 05-0524 recommending
to the City Council approval of Cortez Park Master Plan Amendment No. 8; and
WHEREAS, the City Council did, upon giving the required notice, on the 21" day of
June, 2005, conduct a duly advertised public hearing as prescribed by law to consider said
request; and
WHEREAS, based on the evidence presented to the City Council, both oral and
documentary, the City Council finds as follows:
The proposed amendment is consistent with the City's General Plan policy for development
of a community park.
2. The proposed amendment is consistent with the General Plan Environmental Quality
Elementwhich adopts, as goals, the provision of "adequate recreational facilities and
programs for the citizens of West Covina", and "the periodic evaluation of the facilities in
parks."
3. The proposed amendment allows for the incorporation of a 1.8-acre site, formerly a single-
family residence, into Cortez Park. The proposed amendment further allows for the
implementation of a walkway trail around the circumference of Cortez Park.
4. The project is a Categorical Exemption, Class 4 (Section 15304: Minor Alteration to Land)
• pursuant to the requirements of the California Environmental Quality Act of 1970 (CEQA)
in that it consists of an expansion and minor improvements at Cortez Park.

NOW THEREFORE, the City Council of the City of West Covina does resolve as follows:
SECTION 1. On the basis of the evidence presented, both oral and documentary, the City
• Council of the City of West Covina does hereby approve Cortez Park Master Plan Amendment No.
8, subject to the following conditions:
a. Final plans for the park rehabilitation shall be submitted for review and approval by
the Planning Department, Public Works Department, and Community Services
Department and shall be in substantial conformance with the location specified on
the plans reviewed by the City Council on June 21, 2005.
b. Prior to the commencement of construction, a landscape plans shall be submitted to
the Planning Department and Maintenance Division for review and approval. The
landscaping plan shall conform to the approved site plan and shall include the
location of existing tress and all new plant materials. No trees shall be removed
unless specifically enumerated on the proposed landscape plan.
c. A landscape screen shall be planted along the southerly boundary of the Citrus Street
site to buffer the neighboring single-family residences from the park. This landscape
screen shall consist of shrubs and trees.
d. No trees shall be" removed unless reviewed and approved by the Planning
Department and Maintenance Division.
e. Prior to the commencement of construction, all proposed light fixture specifications
shall be provided to the Planning Department. The Lighting Plan shall comply with
the Lighting Standards established in Planning Commission Resolution No. 2513,
Revision No. 6. Any new lighting shall be shielded and directed so as to prevent
light from shining into surrounding properties. If new lighting fixtures over ten feet
in height are proposed, a photometric plan shall be reviewed and approved by the
Planning Department and Engineering Division
f. The walking trial around the circumference of the park shall be composed of
decomposed granite or other "soft" surface, where new walkways are constructed.
g. Plans for the colors, materials and construction of any gazebos shall be reviewed by
the Planning Department and Building Division for compliance with applicable
regulations.
h. Grading and construction shall be designed and implemented in accordance with the
requirements of the City Engineer Department and the Building Department. In
addition, grading and construction shall be completed in accordance with the West
Covina Municipal Code and the Uniform Building Code.
i. The grading and drainage is required to be designed by a registered Civil Engineer
and the project will be required to comply with Standard Urban Stormwater
Mitigation Plans (SUSWMPS), as determined by the Public Works Department. In
addition the grading shall be completed in accordance with the West Covina
Municipal Code and the Uniform Building Code.
• j. Grading plans required by Public Works shall be submitted to the Planning
Department for review. The grading plans shall identify all trees to be removed
from the site.
k. Grading and construction activities shall comply with the City's grading and noise
ordinance. Requirements include, but are not limited to, restricting excavation,
grading, and other construction activities to the hours between 7:00 a.m. and 8:00
p.m. All construction equipment shall have properly operating and maintained
muffle.

1. Final construction plans shall be based upon Concept Plan B, with the following
modifications.
• 1) The gazebo shall be increased in size.
2) A bathroom facility shall be included in the plan.
3) A drinking fountain shall be included in the plan.
4) A site north of the existing Senior Citizen Center parking lot shall be
indicated for a possible site for a food bank.
SECTION 2. That the City Clerk shall certify to the adoption of this resolution.
