A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING GALSTER PARK MASTER
PLAN AMENDMENT NO. 1
GALSTER PARK MASTER PLAN, AMENDMENT NO. 1
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Galster Park
East of Aroma Drive and South of Galster Way
WHEREAS, on April 17, 1985, the City Council adopted the Galster Park Specific Plan;
and
WHEREAS, a request has been initiated to allow the rehabilitation and restoration of the
existing recreational facilities at the 43-acre Galster Park; and
WHEREAS, the Planning Commission,
day of March, 2005, conduct a duly advertised
said application; and
upon giving the required notice, did on the 22nd
public hearing as prescribed by law to consider
WHEREAS, the Planning Commission did adopt Resolution No. 05-5000 recommending
to the City Council approval of Galster Park Master Plan Amendment No. 1; and
WHEREAS, the City Council did, upon giving the required notice, on the 19th day of
April, 2005, conduct a duly advertised public hearing as prescribed by law to consider said
request; and
WHEREAS, based on the evidence presented to the City Council, both oral and
documentary, the City Council finds as follows:
The proposed amendment is consistent with the City's General Plan policy for
development of a neighborhood park.
2. The proposed amendment is consistent with the General Plan Environmental Quality
Element, which adopts, as goals, the provision of "adequate recreational facilities
and programs for the citizens of West Covina", and "the periodic evaluation of the
facilities in parks."
3. The proposed amendment allows for the rehabilitation and restoration of the existing
recreational facilities at the 43-acre Galster Park, within the City of West Covina.
The project includes upgrading the existing restroom facilities, installation of new
picnic tables and chairs, benches, lighting, fencing, and irrigation. Additionally, the
project includes the rehabilitation of an existing trail facility, including minor
grading and clearing.
4. Pursuant to Section 15304 of the California Environmental Quality Act (CEQA) of
1970, the proposed project is considered to be categorically exempt (Class 4, Minor
Alteration to Land) in that it consists of rehabilitation and renovation of the existing
camp and park facilities at Galster Park.

NOW THEREFORE, the City Council of the City of West Covina does resolve as follows:
SECTION 1: On the basis of the evidence presented, both oral and documentary, the City
Council of the City of West Covina does hereby approve Galster Park Master Plan Amendment No.
1, subject to the following conditions:
a. Final plans for the park rehabilitation shall be submitted for review and approval by
the Planning Department and shall be in substantial conformance with the location
specified on the plans reviewed by the Planning and Community Services
Commissions on March 22, 2005.
b. The Community Services Department shall coordinate Galster Park recreational
activities, including activities with other organizations that use the park.
C. Of the unfunded improvements, it is recommended that the Nature Center be the
highest priority.
SECTION 2: That the City Clerk shall certify to the adoption of this resolution.
