Resolution - 2005-14RESOLUTION NO. 2005-14 • is A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NOS. 2003-99, 2001-2, AND 7223 RELATING TO THE CLASSIFICATION, COMPENSATION AND BENEFITS OF THE OF PLANNING PERMIT TECHNICIAN (NOW REFERRED TO AS A PLANNING AIDE), AS AMENDED WHEREAS, the City of West Covina maintains relevant job titles and classifications in an effort to keep pace with comparable classifications in the marketplace, making our recruitment efforts more effective; and WHEREAS, a salary survey was completed of other public agencies that have positions comparable to the Planning Aide position in the City of West Covina; and WHEREAS, the City of West Covina establishes salary ranges deemed appropriate as a means to remain competitive in the labor market for comparable positions. NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve as follows: SECTION 1. That Resolution No 2003-99, as amended, relating to the compensation and benefits for classes represented by the San Bernardino Public Employees' Association (SBPEA) — General employees is hereby further amended by this Resolution. SECTION 2. That Resolution No. 2001-2 is hereby amended to change the classification specification job title from "Planning Permit Technician" to "Planning Aide" (See Attachment 1). The remainder of the current job classification specification will remain unchanged. SECTION 3. That Resolution No. 7223, as amended, shall remain in full force and effect until amended or repealed by Resolution of the City Council. SECTION 4. That the revised salary range for the regular full-time Planning Aide classification is hereby adopted: Classification Range Step 1 Step 2 Step 3 Step 4 Step 5 Planning Aide G-175 $2,723 $2,859 $3,002 $3,152 $3,310 SECTION 5. The proposed salary range will be effective the beginning the pay period on or about Saturday, April 23, 2005. SECTION 6. The City Clerk shall certify to the adoption of this Resolution. Essential Functions 1. Assists the public at the counter, processing plans, forms and permit applications for zoning procedures, and entitlements. 2. Reviews permit applications, plans and specifications for compliance with applicable codes and standards; calculates fees in accordance with established fee schedules; inputs information into computer. 3. Advises developers, contractors, homeowners, members of the public and private agencies at the counter and by telephone on matters pertaining to zoning codes, plan requirements, specific plan regulations, permitting and plan checking procedures, and other information required by law. 4. Maintains permit forms and handout materials related to permit requirements and issuance, and provides clerical assistance. 5. Responds to inquiries and provides information related to permit procedures, policies and functions at the counter and over the telephone. 6. Coordinates the tracking, routing, and filing of plans and permits. 7. Calculates and determines a variety of fees for permits, taxes and other charges. 8. Maintains records and logs of plans and applications submitted; directs the filing and routing of plans and permits to appropriate City departments and staff. 9. Work with planners to complete permit applications, and track v arious p ermits being processed. 10. May assist with departmental clerical activities. • • PLANNING AIDE Page 2 QUALIFICATIONS Required Knowledge and Abilities Knowledge of processes and procedures associated with various zoning permits, record keeping and records management practices; knowledge of zoning codes and requirements; proven ability to consistently use good customer service practices, and modern office equipment and methods. Knowledge of Geographic Information Systems (GIS) and computer -based permit issuance and tracking systems is desirable; the ability to learn those systems is essential. Experience and Training Guidelines: A combination of experience and training that would likely provide the required knowledge and abilities can be qualifying. A typical way to obtain the knowledge and abilities would be: Education: Graduation from high school or equivalent. Education beyond high school may be substituted for the required experience. Experience: Two years of permit issuance experience in a municipality or similar organization, which requires the interpretation and applications of policies, rules and regulations, or four years of increasingly responsible professional -level clerical experience requiring the application of policies, rules and regulations. Licenses: A valid Class C California Driver's License. Physical Profile — Category I: Positions in this category require physical abilities associated with the ability to read, write, and communicate in a work environment requiring no extraordinary strength or special physical qualifications. rplanningpemittech
