RESOLUTION 2004-90
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA OPPOSING
PROPOSITION 70 - TRIBAL GAMING COMPACTS.
EXCLUSIVE GAMING RIGHTS. CONTRIBUTIONS TO
STATE. INITIATIVE CONSTITUTIONAL
AMENDMENT AND STATUTE.
WHEREAS, Proposition 70 gives Indian gaming tribes a 99-year monopoly on gambling
without ever having to pay their fair share in revenues to the State; and
WHEREAS, Proposition 70 encourages tribes to put casinos in our state's major cities,
increasing urban gaming; and
WHEREAS, Proposition 70 provides no auditing vehicle to determine profits; as a result,
taxpayers will never know if they are getting a fair deal or a raw deal; and
WHEREAS, Proposition 70 hurts local government, public safety and the environment --
Tribes under Prop 70 are not required to negotiate with local government to
mitigate or provide money for environmental, public safety or other effects
attributable to the project; and
WHEREAS, Proposition 70 does not contain a single provision addressing labor, worker safety
or third -party injury.
NOW, THEREFORE, the City Council of the City of West Covina does hereby urge California
voters to vote "No" on Proposition 70.
PASSED, APPROVED AND ADOPTED this 19`h day of October, 2004.
