A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING PARTICIPATION IN THE AB
939 REUSE ASSISTANCE GRANT PROGRAM FOR FY 2004/2005
WHEREAS, AB 939 (Sher, Chapter 1095, Statutes 1989), authorizes the California
• Integrated Waste Management Board (CIWMB) to establish a hierarchy for solid waste
management with source reduction as the most preferred option, which includes reuse. Reuse is
defined as using an item over again in its current form without significant processing that alters
its material structure. California Waste Management Board (CIWMB) encourages California
local public agencies to promote and apply the reuse of non -hazardous materials; and

WHEREAS, the CIWMB has .been delegated the responsibility for the administration of
the program within the state, setting up necessary procedures governing application by
individuals, businesses, and research institutions under the program; and
WHEREAS, said procedures established by the CIWMB require the applicant to certify,
by resolution, approval of the application before submission of said application to the State; and
WHEREAS, if awarded a grant, the applicant will enter into an agreement with the State
of California for development of the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West
Covina, California, as follows:
Section 1: Authorization of the submittal of an application to the CIWMB for an AB 939
Reuse Assistance Grant.
Section 2: Authorize the Environmental Management Director, or his designee, to
execute in the name of the City of West Covina all necessary applications, contracts, payment
requests, agreements and amendments hereto for the purposes of securing Program funds and to
implement and carry out the purposes specified in the program application.
