A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 2002-22 AND
2002-112 RELATING TO THE MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY AND THE WEST COVINA FIREFIGHTERS'
• ASSOCIATION, I.A.F.F., LOCAL 3226.
WHEREAS, the City of West Covina's Fire Department will operate an ambulance
service.
NOW THEREFORE, the City Council of the City of West Covina does resolve that
Resolution No. 2002-21 and 2002-57 relating to management compensation is hereby amended
as follows:
SECTION 1. The City Council hereby approves the amendment to the agreement,
which is attached to this resolution as Attachment A.
SECTION 2. That Resolution No. 2002-22 and 2002-112, as amended, relating to the
Memorandum of Understanding between the City of West Covina and the West Covina
Firefighter's Association, I.A.F.F., Local 3226, is hereby further amended by this resolution.
SECTION 3. The effective date of this resolution is this 71h day of September 2004.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.

MEMORANDUM OF UNDERSTANDING AMENDMENT
BETWEEN
REPRESENTATIVES OF THE CITY OF WEST COVINA
• AND
WEST COVINA FIREFIGHTERS' ASSOCIATION, I.A.F.F., LOCAL 3226
REGARDING MINIMUM STAFFING POLICY
In order to implement the City's ambulance program, the minimum staffing policy in the current
July 1, 2001 — June 30, 2004 MOU between the City and the West Covina Firefighters'
Association (WCFA) will be amended. The amendment will allow the City to reassign five(5)
firefighter/paramedics per shift to three (3) two -person ambulances. The amendment will
continue in the next MOU between the City and WCFA, as follows:
SECTION 15. MINIMUM STAFFING POLICY
The City will maintain minimum staffing of Companies and Units as follows:
A. Three -person engine companies (I Captain, 1 Engineer, I Firefighter/Paramedic).
B. One (I) four -person truck company (1 Captain, I Engineer, 1 Firefighter and 1
Firefighter/Paramedic or 1 Captain, 1 Engineer, and 2 Firefighter/Paramedics). The City
reserves the right to change the minimum staffing levels, as set forth in this Subsection
C. Three (3) two — person paramedic rescue ambulances (2 Firefighter/Paramedics).
