A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, RECITING THE
FACTS AND CONFIRMING THE RESULTS OF THE MAIL
BALLOT ELECTION ENDING DECEMBER 7, 1999,
REGARDING THE SALE OF THE CITY'S WATER
• SYSTEM.
WHEREAS, the City of West Covina has determined that it is fair and reasonable to sell
the City's water system to Suburban Water Systems; and
WHEREAS, pursuant to Public Utilities Code Section 10061.3, a mail ballot election was
held and conducted in the City of West Covina, California, beginning October 25, 1999 and
ending December 7, 1999; and
WHEREAS, notice of the election was given in time, form and manner as required by
law; and
WHEREAS, the election was conducted and the ballots cast, received and canvassed, and
the returns made and declared in time, form and manner as required by law; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the mail ballot election was held for the purpose of submitting to
West Covina customers services by the City's water system the following question:
Shall the City of West Covina's Water System be sold under the terms and
conditions in the attached Notice?

SECTION 2. That the whole number of ballots cast in favor of the sale was 701 and in
opposition was 93 for a total number of 794 ballots cast. Therefore, the authority to proceed
with the sale of the City's water system has been approved by a majority of the voters.
SECTION'). The City Clerk shall enter on the records of the City Council a statement
of the results of the election, showing: (a) the whole number of ballots casts; (b) the ballot
questions; and (c) the number of votes given for and against the issue.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution
and enter it into the book of original resolutions.
PASSED, APPROVED AND ADOPTED this 71h day of December, 1999.
