A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING
TO COMPENSATION AND CLASSIFICATION OF POSITIONS AS
AMENDED, AND APPROVING THE REVISIONS TO THE
REDEVELOPMENT MANAGER AND REDEVELOPMENT PROJECT
MANAGER SPECIFICATIONS.
WHEREAS, the experience and educational requirements for the two positions have been
revised with a new proposed salary designation for Redevelopment Manager; and
WHEREAS, the Personnel Commission has reviewed the proposed class specification
revisions to the Redevelopment Manager and Redevelopment Project Manager, and concurred
with the Personnel Director's recommendation; and
NOW, THEREFORE, The City Council of the City of West Covina does hereby resolve
as follows:
SECTION 1. That the revised class specifications for Redevelopment Manager and
Redevelopment Project Manager, attached and marked as "Exhibit A", is hereby adopted.
SECTION 2. That the salary range for the Redevelopment Manager is $4,704 - $6,349,
is hereby adopted.
SECTION 3. That Resolution 7223, . as amended, relating to classification and
compensation of positions, is hereby further amended by this Resolution.
SECTION 4. The effective date of this Resolution is June 15, 1999.
SECTION 16. The City Clerk shall certify to the adoption of this Resolution.

MANAGEMENT
CLASS SPECIFICATION
JUNE 1999
Under general direction, assists with the administration, planning, and organizing of the City's
redevelopment program; serves as a member of the City's management team; may be involved
in administrative projects outside normal area of specialization; makes recommendations
regarding area of responsibility to the Redevelopment Director; supervises the day-to-day
activities involved in administration of the redevelopment program; monitors performance and
evaluates program effectiveness; makes presentations to officials and community
representatives; and does related work as required.
Representative Duties
Supervises planning, development, coordination, and administration of residential,
commercial, and industrial redevelopment projects including housing rehabilitation and
related programs.
2. Coordinates land acquisition and clearing, financing, and construction activities in
accordance with program policies and requirements.
Establishes, modifies, and evaluates program standards, policies, and procedures.
4. Supervises preparation of requirements and specifications for redevelopment projects.
Attends and makes presentations at various staff, professional, public hearings and
meetings.
Supervises and organizes the work activities of assigned personnel.
Participates in the selection of, and directs consultants engaged to perform a variety of
special studies related to redevelopment activities.
8. Supervises the designation and prioritization of redevelopment project areas.
Provides information on redevelopment project areas and projects to interested
developers, businesses, and the general public.
10. Directs relocation operations in the event of resident displacement due to redevelopment
projects.
11. Evaluates multiple factors involving economics, community needs, and land use in
developing recommendations for the types of development appropriate for a
redevelopment project area.

QUALIFICATIONS
• Required Knowledees and Abilities
Considerable knowledge of the principles and practices of City planning and of the
redevelopment process, economics, municipal finance, and sociology as applied to City
planning; principles of public administration; current literature and recent developments in the
field of public planning and redevelopment; and practices of civil engineering and physical
design as applied to City planning. Ability to carry planning assignments to completion
through the formulation of creative planning solutions. Ability, to plan, assign, and supervise
the work of subordinate employees, and participate in technical research on economic,
sociological, engineering, and planning problems. Ability to develop and maintain effective
working relationships with officials, other government agencies, and the general public. Must
be able to communicate clearly and concisely verbally and in writing.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge
and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Bachelor's degree from an accredited college or university with major course
work in city planning, architecture, civil engineering, business, real estate, or public
administration. Graduate work in city planning, public administration, or related fields is
desirable.
Experience: Four to five years of responsible professional experience in local planning and
redevelopment for a governmental agency, one year of which was at a supervisory or
administrative level.

REDEVELOPMENT PROJECT MANAGER
• Job Summary
Under administrative direction, plans, and conducts feasibility analyses. Coordinates the
execution of development projects from conception to completion. Advises Agency
administrators concerning project planning, scheduling, parcel and building design,
implementation strategies; contract preparation and supervision. Responsible for marketing
activities. Performs related work as required.
Essential Functions
Conducts preliminary negotiations and assists in final negotiations with owners and
developers of properties slated for redevelopment.
2. Performs administrative work in the planning, analysis, and implementation of specific
development projects within the assigned project area or in other project areas as
determined by the Redevelopment Manager.
Prepares and monitors development project schedules and budgets. Coordinates
implementation of the project through completion.
4. Monitors and forecasts the fiscal and economic activity impacting the assigned project
area(s).
Assists in land acquisition and supervises relocation activity as necessary in the
implementation of approved projects.
6. Prepares and coordinates the preparation and/or review of written materials on projects
including, but not limited to, development agreements, leases, maps, progress reports,
and Agency agendas.
Serves as liaison between project team, city departments, outside public agencies,
Chamber of Commerce, and the community to promote and facilitate planning and
execution of development projects.
8. Directs, reviews, and evaluates work of third -party contractors, including appraisers,
market analysts, and title companies.
9. May represent and/or assist the Redevelopment Manager in presentations before the
Council, Boards, Commissions, and the public.
10. Coordinates the development of long-range urban design goals, planning objectives,
and development standards within assigned project area(s).
11. May represent the Redevelopment Manager in negotiating and conferring with Agency
• consultants and/or with person(s) involved in project execution.
12. Coordinates economic development activity relative to marketing programs, public
information, economic data compilation and evaluation, and establishment of programs
to meet city objectives and policies.
13. Coordinates the management of Agency -acquired property.
14. Supervises and directs the training of redevelopment staff.

QUALIFICATIONS
• Reguired Knowledges and Abilities
Thorough knowledge of practical methodology, techniques, and objectives of community
redevelopment; basic land economics; and redevelopment and municipal procedures;
community development, and redevelopment law and regulations. Knowledge of California
real estate law and relocation assistance law is required. ,
Ability to analyze economic studies, financial statements, marketing studies, plans and
specifications, and bid packages. Ability to prepare comprehensive analytical reports utilizing
modern economic research methods.
Ability to prepare clear and concise written reports and speak before a variety of community
groups; effectively coordinate and monitor project planning and implementation, and manage
the work of subordinates.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge
and abilities is qualifying. A typical way to obtain the required knowledge and abilities would
be:
Education: A Bachelor's Degree in planning, public administration, economics, real estate or
related field.
Experience: A minimum of three years of experience in redevelopment with a governmental
agency. Experience must include the management of redevelopment projects, tax increment
financing, and the supervision or direction of professional staff.
