RESOLUTION NO.9700
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223,
RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS,
AS AMENDED; AND APPROVING THE NEW CLASSIFICATION
AND JOB DESCRIPTION OF VICTIM ADVOCATE.
WHEREAS, the Police Department has obtained a grant from the Office of Criminal Justice
Planning (OCJP) to fund a program which will improve both the Department's handling of domestic
violence cases and the services provided to victims of domestic violence in West Covina; and
WHEREAS, the provisions of the grant include the establishment of a new proposed part-time
position, Victim Advocate, with new classification and salary designation, to address the needs of victims
of domestic violence; and
WHEREAS, the Personnel Commission has reviewed the proposed classification specification for
Victim Advocate, and concurred with the Personnel Director's recommendation;
NOW, THEREFORE, the City Council of the City of West Covina, California does resolve as
follows:
SECTION 1. That the classification specification for Victim Advocate, attached and marked as
"Exhibit A", is hereby adopted.
SECTION 2. That a three -step hourly salary range of $16.00 - $16.80 - $17.64 for Victim
Advocate is hereby adopted.
SECTION 3. That Resolution 7223, as amended, relating to classification and compensation of
positions, is hereby further amended by this Resolution.
SECTION 4. The effective date of this Resolution is June 1, 1999.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.

VICTIM ADVOCATE
LIMITED SERVICE

Job Summary
• Under administrative supervision within the Police Department, performs
legal support duties, coordination, and outreach relevant to victims of
domestic violence.
ESSENTIAL FUNCTIONS
1. Works with sworn Police Officers as a support position for
domestic violence cases.
2. Develops and implements educational programs related to domestic
violence.
3. Serves as a coordinator of information regarding the
organizations (both private and public) that are in some way
involved in domestic violence cases, and provides relevant contact
information, guidance, and referrals to domestic violence victims.
4. At the discretion of sworn Police Officers, may assist Officers
involved in domestic violence cases in the field, and review
domestic violence police reports.
5. Conducts interviews with victims of domestic violence.
6. Provides counseling, explanation of legal policies, and guidance
to domestic violence victims as their cases proceed through the
criminal justice system.
7. Assists in the coordination of court appearances.
8. Serves in a community relations capacity by participating in
information classes and attending local functions relating to
domestic violence services.
9. Networks with private, city, county, state, and federal
organizations involved in domestic violence service provision.
10. Remains informed about current issues, policies and legislation
relating to domestic violence.
11. Provides training to sworn Police Officers on issues related to
domestic violence.
12. Contributes to the evaluation of relevant grant -funded programs.
QUALIFICATIONS
Required Knowledge and Ability
• Thorough knowledge of modern principles, methods, and issues relating
to domestic violence victim advocacy, knowledge of the criminal justice
system, and service needs and referral contacts relevant to domestic
violence victims. The ability to speak Spanish is highly desirable.

Required Education and Experience
Completion of an Associate's Degree, or the equivalent to the
completion of at least two years at an accredited college in the areas
of "criminal justice, liberal arts, or other related fields.
Must have at least two years' experience in counseling, crisis
intervention, and conflict, resolution, directly related to domestic
violence. Must have some experience working with law enforcement
and/or legal personnel. An acceptable combination of experience and
education will be considered.
