A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA CERTIFYING THE COMPLETION OF A FINAL
ENVIRONMENTAL IMPACT REPORT FOR THE CITYWIDE
REDEVELOPMENT PROJECT
• WHEREAS, the Redevelopment Agency of the City of West Covina (the "Agency") has prepared an
Environmental Impact Report (the "EIR") with respect to the Citywide Redevelopment Project (the "Project"
or "Plan") pursuant to California Environmental Quality Act (Public Resources Code Sections 21000, et seq.:
"CEQA"), the Guidelines for Implementation of the California Environmental Quality Act (14 California Code
of Regulations, Sections 15000, et seq.: the "State CEQA Guidelines"), and procedures adopted by the City
Council of the City of West Covina (the "City Council") relating to environmental evaluation of public and
private projects; and
WHEREAS, the Agency transmitted for filing a Notice of Completion of the Draft EIR and thereafter
in accordance with the State CEQA Guidelines forwarded the Draft EIR to the State Clearinghouse for
distribution to those agencies which have jurisdiction by law with respect to the Project and to other interested
persons and agencies, and sought the comments of such persons and agencies; and
WHEREAS, notice to all interested persons and agencies inviting continents on the Draft FIR was
published in accordance with the provisions of CEQA and the State CEQA Guidelines; and
WHEREAS, the Draft EIR was thereafter supplemented to incorporate comments received during the
public review period and to provide the Agency's and City's response to said comments, and as so
supplemented, a Final EIR has been submitted to the City Council as a part of the Report to the City Council
pertaining to the Project, and
WHEREAS, a joint public hearing has been held by the Agency and the City Council concerning the
adoption of the Plan and review of the Draft EIR relating thereto, following notice duly and regularly given as
required by law, and all interested persons expressing a desire to comment thereon or object thereto have been
heard; and
WHEREAS, the Final EIR and all comments and responses thereto have been considered by the City
Council; and
WHEREAS, the Final EIR consists of the Draft EIR as revised and supplemented to incorporate all
comments received during the public review period and the responses of the Agency and the City Council
thereto.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1: The City Council hereby certifies that the Final Environmental Impact Report for the Project
is adequate and has been completed in compliance with CEQA, the State CEQA Guidelines and local
procedures adopted by the City Council pursuant thereto, and that the City Council has reviewed and
considered the information contained in the Final EIR, and the City Council finds that the Final EIR represents
the independent judgment of the City Council.
Section 2: The City Council has evaluated all comments, written and oral, received from persons who
have reviewed the Draft EIR.
Section 3: The City Council hereby makes and adopts the Findings of Fact and Statement of Overrding
Considerations Relating to the Potential Significant Environmental Impacts of the Plan as set forth in Exhibit
"A" attached hereto and incorporated by this reference (including without limitation the mitigation measures
• therein set forth). Based on such Findings of Fact and Statement of Overriding Considerations, the City
Council hereby finds that significant environmental effects have been reduced to an acceptable level in that all
significant environmental effects have been eliminated or substantially lessened except for those potential air
quality impacts (Chapter 2.4) and transportation and circulation impacts (Section 2.5) identified in the Final
EIR. Based on the foregoing, the City Council finds and determines that the Project may have certain air
quality and transportation and circulation impacts upon the environment.
Section 4: As to each of the significant environmental effects identified in Section 3 of this Resolution
which are not eliminated or substantially lessened, the City Council hereby adopts the Statement of Overriding
Considerations in Exhibit "A" attached hereto.

Section 5: The City Council hereby adopts the Mitigation Monitoring Program set forth in Chapter
7.0 of the Final FIR.
Section 6: The City Clerk is hereby directed to file a Notice of Determination with the County Clerk
of the County of Los Angeles pursuant to the provisions of Section 21152 of the Public Resources Code
and Section 15094 of the State CEQA Guidelines.
Section 7: The City Clerk shall certify to the adoption of this resolution.
