• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AUTHORIZING THE
SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD FOR AN
ENFORCEMENT ASSISTANCE GRANT.
WHEREAS, the California Integrated Waste Management Board (CIWMB) has an
Enforcement Assistance Grant Fund Allocation for Local Enforcement Agencies (LEA's). The
fund allocation for the City of West Covina will be approximately $15,000.
WHERAS, the LEA program is the City of West Covina's Waste Management
Enforcement Agency, certified by the City, within the Environmental Management Department.
The responsibility of the LEA is the oversight of the BKK Landfill operations assuring
compliance with state regulations.
WHEREAS, the Enforcement Assistance Grant Funds have been established by the
Public Resources Code section 46504 and are made available from the Solid Waste Disposal Site
Cleanup and Maintenance Account in the General Fund through the CIWMB for grants to LEA's
to support solid waste landfill permit and inspection programs.
WHEREAS, the CIWMB General Fund Account is funded at the local levels statewide by
a seventy-five cents (750) tipping fee at solid waste facilities. A total of $20 million
($20,000,000) out of the CIWMB General Fund pays for enforcement grants, household
hazardous waste grants, loans and corrective actions.
WHEREAS, the LEA's allocation is 10% of the $20 million; $1.5 million is distributed
to the LEA's statewide. A base amount of $15,000 is allocated to each LEA. The remainder of
the fund is divided up among the LEA's by a statewide based percent of total population, number
of solid waste facilities and annual tonnage received within each LEA's jurisdiction.
WHEREAS, the funds will be used in the City's LEA's program in accordance with the
financial mechanism required to supplement its budget on employment contract services, training,
travel, equipment, supplies and those LEA activities unrelated to BKK. To the extent possible
the funds will augment the LEA's budget at no additional costs to the City or BKK which will be
of benefit for both.
NOW, THEREFORE, be it resolved that the City Council for the City of West Covina,
California, authorizing the submittal of an application (Exhibit 1), to the California Integrated
Waste Management Board for an Enforcement Assistance Grant of approximately $15,006. The
Environmental Management Director for the City of West Covina is hereby authorized and
empowered to execute in the name of the City of West Covina all necessary applications,
contracts, agreements and amendments for the purposes of securing grant funds and to implement
and carry out the purposes specified in the application.
The foregoing resolution was passed by the City Council for the City of West Covina this
20' day of April, 1999.

Application for Grant funds must be accompanied by 1) a statement of how the LEA intends to use
the money to attain an improvement in their solid waste facilities permit and inspection programs,
including performance objectives, and 2) a resolution authorizing submittal of the application and
naming the person authorized and empowered to execute for the jurisdiction all necessary documents.
