Resolution - 9664f • RESOLUTION NO: 9664 A RESOLUTION OF THE CITY OF WEST COVINA, CALIFORNIA OPPOSING THE PROPOSED FEDERAL MANADATE FOR MANDATORY SOCIAL SECURITY PARTICIPATION FOR NEWLY HIRED EMPLOYEES OF STATE AND LOCAL GOVERNMENT AGENCIES. WHEREAS, the percentage of people in the United States who are older and retiring is increasing; and WHEREAS, the growth in the older population is placing greater strains on the Social Security System; and WHEREAS, it is estimated that the Social Security System will be able to meet all its obligations until 2028, after which payroll contributions will only be enough to cover 75 cents on the dollar of current benefits; and WHEREAS, the City of West Covina supports reform of the Social Security System to ensure the future for the elderly in West Covina; and WHEREAS, one component of the Clinton Administration's reform package is mandatory participation in the Social Security System for newly hired State and local government agencies; and WHEREAS, California State and local government employees are currently covered through the CalPERS system; and WHEREAS, while government employees will contribute to the program they will not be able to draw on the system in the future; and WHEREAS, it is estimated that this mandate will eventually cost government agencies 6.2% of their annual payroll; and WHEREAS, this will create a significant fiscal burden on State and local government agencies, impacting their ability to provide essential services to their constituents; and WHEREAS, the President of the United States is encouraging a national dialogue on how to reform the Social Security system and is seeking input from all parts of the nation. NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. The City Council has reviewed the Federal Mandate for Mandatory Participation in Social Security for newly hired State and local government employees, and is in opposition to the Mandate as it will severely impact local government's ability to provide essential services to the community.
