Resolution - 9662• RESOLUTION NO. 9662 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 9346, RELATING TO FIRE BATTALION CHIEFS COMPENSATION; AND RESOLUTION NO. 7223, AS AMENDED, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS. WHEREAS, the City of West Covina provides salary adjustments deemed appropriate to Fire Battalion Chiefs who are unrepresented; and WHEREAS, the City of West Covina has examined the adjustments provided to other represented groups of City employees; and WHEREAS, the City of West Covina has determined that the contributions of Fire Battalion Chiefs warrant recognition in relation to the represented employees; and WHEREAS, cost of living adjustments and benefit enhancements for those Fire Battalion Chiefs, as reflected on Exhibit A have been deemed appropriate. NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. That Resolution No. 9346,-relating to management salaries, are hereby amended by Exhibit "A" of this Resolution. SECTION 2. That the remaining provisions of Resolution 7223, as amended, shall remain in full force and effect until amended as repealed by Resolution of the City Council. SECTION 3. AYES; Herfert, Howard, Touhey, Wongj7W]Iendez NOES: None ABSENT: None City CI e APPROVED AS TO FORM: City`Aftorney �T a:dhsalaries3 rev 2/1/99 EXHIBITA PUBLIC SAFETY NON -REPRESENTED MANAGEMENT SALARY RANGE June 27, 1998 June 26, 1999 June 24, 2000 Classification Salary Range Salary Range Salary Range Fire Battalion Chief $5378 - $7265 $5540 - $7483 $5707 - $7708 SALARY AND BENEFIT ADJUSTMENTS FOR FIRE BATTALION CHIEFS 1) A three percent (3%) salary increase for FY 1998/99; a three percent (3%) increase for FY 1999/00; and a three percent (3) increase for FY 2000/01; 2) A fifty -dollar ($50) uniform allowance for FY 1998/99; an additional fifty -dollar increase for FY 1999/00; and an additional fifty -dollar ($50) increase for FY 2000/01. 3) The City shall contribute $442 per month, or an amount equal to the Kaiser Family (Employee + 2 Dependents) monthly premium, whichever is greater, to offset the employee cost of health insurance. 4) The City will research the possibility of obtaining an enhanced life insurance policy (at a benefit level of $150,000; $200,000; and $250,000) that would provide coverage for retirees , which would be paid by the employee, or subsequently, the retiree, and would not be a cost to the City, nor affect the City's rate for such coverage. 5) The City will research the possibility of obtaining an enhanced disability policy that would provide coverage while the Battalion Chiefs are current employees; such that the cost of such coverage would not be a cost to the City and that the City's rates on other disability policies would not be affected. 6) As soon as administratively practical, a fifty dollar ($50) per month adjustment to offset retiree medical premiums, through the Public Employees' Retirement System (PERS) shall be implemented for the 1998-99 fiscal year. Another fifty dollar ($50) per month adjustment to offset retiree medical premiums, through PERS shall be implemented for the 1990-00 fiscal year. A third fifty dollar ($50) per month adjustment to offset retiree medical premiums through the PERS shall be implemented for the 2000-01 fiscal year. The City and Battalion Chiefs agree to continue to explore an alternate contribution method for retiree medical that will enable the retirees to receive the City contribution for medical premiums without reducing current employee Flexible Benefit deferred contributions when the employee elects no insurance coverage. Any alternative method outlined in Section 6 shall not result in an added financial or administrative obligation on the City and shall be consistent with all applicable laws. 7) The City will increase the PERS 1959 Survivor Benefit to Level IV. a:dhsalaries3 rev 2/1/99
