RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA APPROVING THE APPLICATION FOR GRANT FUNDS
• FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN
SPACE DISTRICT AT -RISK YOUTH RECREATION & SERVICE
FACILITIES COMPETITIVE GRANT PROGRAM FOR LAND
ACQUISITION OF COMMUNITY RECREATION FACILITIES.
WHEREAS, the people of the County of Los Angeles on November 3, 1992 and
November 5, 1996, enacted Los Angeles County Proposition A (1992 & 1996), Safe
Neighborhood Parks, Gang Prevention, Tree -Planting, Senior and Youth recreation, Beaches and
Wildlife Protection (the Propositions), which, among other uses, provides funds to public
agencies and nonprofit organizations in the County for the purpose of constructing and
developing at -risk youth recreation and service facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, Section 8(a)(4) of the 1992 Proposition and Section 3(a)(2) of the 1996
Proposition have allocated funds for the construction .and development of a at -risk youth
recreation and service facilities throughout the District; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, if the City of West Covina is selected for a grant award, it will be required
to enter into a Project Agreement with the District for the performance of the project as described
in the application,
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF WEST COVINA HEREBY:
1. Authorizes the filing of an individual application with the Los Angeles County Regional
Park and Open Space District for funds allocated under Section 8(a)(4) of the 1992
Proposition and Section 3(a)(2) of the 1996 Proposition for the above -named Project; and
2. Certifies that at least sixty percent of the usage of the grant -funded improvements will be
at -risk youth.
3. Certifies that the City of West Covina understands that it will be required to provide
additional funding for the above -name Project if the requested grant funds are insufficient
to complete said Project; and
4. Certifies that the City of West Covina understands its obligation to operate and maintain
the property(s) in perpetuity; and
S. Certifies that the City of West Covina will sign and return, within 30 days, both copies of
the project agreement sent by the District for authorizing signature; and
6. Certifies that the City of West Covina will cause work on the project to be commenced
within 180 days after receipt of a fully executed agreement; and
7. Certifies that the City of West Covina agrees and understands that the District may
terminate the project agreement at any point if it determines that the project cannot be
performed as described in the application; and
8. Authorizes the Community Services Director or designee as agent of The City of West
Covina to conduct all negotiations, and to execute and submit all documents including,
but not limited to, applications, agreements, amendments, payment requests and so forth,
which may be necessary for the completion of the project as described in the application.
