Resolution - 9632RESOLUTION NO. g632 • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NOS. 9611 RELATING TO MANAGEMENT COMPENSATION; 9346 RELATING TO MID -MANAGEMENT COMPENSATION; AND RESOLUTION NO. 7223, AS AMENDED RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS. WHEREAS, the organizational structure of the City Departments is being revised and a Public Services Department created, and WHEREAS, the definition of responsibilities of the Public Services Director classification shall include management of the previously designated Planning and Public Works Departments, and WHEREAS, the functions of Principal Engineer and Principal Planner, have been revised to propose two new positions, City Engineer and City Planner, and WHEREAS, the Personnel Commission has reviewed and recommends approval of the proposed classification specifications for Building Official, City Engineer, City Planner, Director of Public Services, and Superintendent of Maintenance Operations. NOW, THEREFORE, The City Council of the City of West Covina does resolve as follows: SECTION 1. That Exhibit "A" of Resolution No. 9346 relating to management salaries, and Exhibit "B" through "E" of Resolution 9611, relating to Mid -management salaries, attached and marked as "Exhibit A" through "Exhibit E", respectively, are hereby adopted. SECTION 2. That a yearly salary range of $65,260-$100,400 for Public Services Director, a salary range of $57,708-$77,916 for City Engineer, a salary range of $55,044-$74,280 for City Planner, a salary range of $55,092-$74,376 for Building Official, and a salary range of $50,160- $67,716 for Superintendent of Maintenance Operations is hereby adopted. (See attachment 1) SECTION 3. That the remaining provisions of Resolution No. 7223, as amended, shall, remain in full force and effect until amended as repealed by Resolution of the City Council. SECTION 4. The effective date of this Resolution is October 31, 1998. SECTION 5. The City Clerk shall certify to the adoption of this APPROVED AND ADOPTED THIS 20' day of October, 1998. Serves as Division Administrator overseeing these functions • through the City Planner, City Engineer, Building official, and Superintendent of Maintenance Operations. Functions as a member of the City's management team. Performs related duties as required. Essential Functions 1. Plans, organizes, directs, and coordinates the functions of the building, engineering, maintenance, and planning divisions'. 2. Directs staff and participates in all aspects of current and long range planning; serves as a member of the City's management team; serves as a Division Manager in the -Public Services Department; may be involved in administrative projects outside normal area of specialization. Essential Functions 1. Prepares and/or directs the preparation of staff reports relating to land use matters; conducts necessary research and investigations; reviews a variety of plans for compliance with applicable laws and regulations. 2. Meets with developers, business people, homeowners, and others concerned with specific projects to discuss land use requirements, applicable laws and regulations, and to address problems and complaints. 3. Supervises subordinate personnel engaged in research, surveying, and the compilation and interpretation of statistical information; coordinates related activities with other City departments. 4. Provides plan checking on the more complex building projects submitted to the department. 3. Confers with subordinates in scheduling and assigning inspections and developing priorities and standards of work. 4. Coordinates the activities of the division with other work units within the City. 5. Consults with contractors, architects, engineers, and others concerning materials, specifications, and ratings. 6. Reviews and keeps informed on new methods of construction and new materials as relating to existing ordinances; directs the review of building construction plans and specifications to ensure compliance with current codes and ordinances. 7. Supports Code Enforcement program and directs the investigation of complaints regarding violations of City ordinances, codes, regulations, and requirements. 8. QUALIFICATIONS Required Knowledge and Abilities Knowledge of building, plumbing, electrical, and related codes and ordinances enforceable by the City; the principles and techniques of building inspection; building materials, building design, accepted safety standards, and modern methods of building construction; and the principles of organization, supervision and employee training. Ability to effectively plan, organize, and supervise the building inspection division program; analyze, interpret, and check building plans and specifications related to building, mechanical, and electrical construction projects; develops and implement improvements in organization and work procedures; prepare clear and concise technical and other reports; and establish and maintain effective relationships and those contacted in the course of work. Education: A Bachelor's degree from an accredited university in civil or structural engineering. Experience: Three years supervisory experience in a building department or plan check section of a building department. Licenses: Licensed as a civil engineer in the State of California. Certification as a plans examiner by the International Conference of Building Officials (ICBO) is required. Serves as a member of the City's management team as Division Manager in Public Services Department, and does related work as required. Essential Functions 1. Plans, directs and monitors park and landscaped area development, .street maintenance activities, City Water Company operations, as well as maintenance of the City yard through regular meetings and follow-up with subordinate supervisors or contractors. 2. Analyzes community and municipal needs and prepares long term plans regarding.City parks, landscaped areas, street trees, right-of-ways, street patching, sweeping, resurfacing and painting, as well as storm drain cleaning, sign painting and weed abatement; investigates and resolves complaints; coordinates such activity with other City department representatives. 3. Establishes goals and objectives for work units; determines service levels and standards from which work is performed and keeps Maintenance Director informed of these matters. Conducts routine inspection of City facilities. 4. Coordinates and schedules budget preparation and monitors expenditures; prepares specifications, contracts and reports as necessary. 5. Prepares reports and maintains records regarding work loads, as well as production time and costs; monitors operations for compliance with objectives relating to efficiency and cost effectiveness. 6. Supervises work unit staff through subordinate supervisors; investigates and resolves employee grievances and citizen complaints. 7. Serves as Acting !Public .Services _Director as assigned. 8. Administers contracts regarding maintenance contracts —parks, medians, freeway landscaping, maintenance districts, open space areas, landscaping or natural areas; fulfills the terms of City contracts for sewer maintenance; reviews legal contracts and writes proposals and other special projects as assigned. SUPERINTENDENT OF MAINTENANCE OPERATIONS Page 2 OCTOBER 1998 9. Makes presentations and represents the department at various meetings as required, providing staff support as necessary. • 10. May supervise or coordinate techincal staff consultants in such areas as park, sewer, street and equipment maintenance. QUALIFICATIONS Required Knowledges Extensive knowledge of the theories, principles and methods relating to'the construction or maintenance of streets, sewers, storm drains, park and recreation areas, and other public works; thorough knowledge of the principles of management, budgeting, cost analysis and control, long range work planning, contract administration, organization staffing and supervision; knowledge of vehicle maintenance and exposure to productivity, work measurements and establishment of methods and standards applicable to maintenance programs are desirable. Experience: Four years of experience in a wide range of public works operations, including two years of supervisory experience. Education: Bachelor's degree in Engineering, Public Administration or related field is preferred.
