A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, WAIVING THE CAL-PERS
960-HOUR RULE FOR KERMIT FRANCIS AND WILLIAM
ELLIS.
• WHEREAS, the Director of Personnel and the Chief of Police positions are
being recruited for by D.M. Griffith and Associates; and
WHEREAS, in order to continue the operations of the Personnel
Department and Police Department we need to staff the Director of Personnel and
Chief of Police positions; and
WHEREAS, Kermit Francis works for the City on a temporary basis in the
Personnel Department while the City recruits for a new full time Director of
Personnel; and
WHEREAS, William Ellis works for the City on a temporary basis in the
Police Department while the City recruits for a new full time Chief of Police; and
WHEREAS, Mr. Francis is trained in the duties of Director of Personnel;
and
WHEREAS, Mr. Ellis is trained in the duties of Chief of Police; and
WHEREAS, as PERS Retirees, Mr. Francis and Mr. Ellis are only allowed
to work for a PERS agency for 960 hours on an annual basis; and
- WHEREAS, Mr. Francis and Mr. Ellis will have worked their 960 hours
for the City of West Covina prior to the end of August 1998.
NOW, THEREFORE, BE IT RESOLVED by the City of West Covina that
the Council formally requests the PERS Board to waive the 960-hour ru for Mr.
Francis and Mr. Ellis.
