A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, OPPOSING SENATE BILL
2010 CREATING THE SANTA MONICA MOUNTAIN AND
RIVERS CONSERVANCY.
• WHEREAS, the San Gabriel and Los Angeles Rivers are an important resource in Los Angeles
County; and
WHEREAS, the City of West Covina understands the importance of the continued efforts of the Santa
Monica Mountains Conservancy; and
WHEREAS, the City of West Covina supports the conservation of open space, natural habitat and
recreation area within the City of West Covina; and -
WHEREAS, it is important that local governments be able to maintain control over their resources for
the continued economic, residential and recreational development of their communities; and
WHEREAS, the intent of SB 2010 is to provide a coordinated effort in preserving the Los Angeles and
San Gabriel Rivers and watershed areas in Los Angeles County, however in doing this it threatens
cities ability to control land uses within their boundaries; and
WHEREAS, Senator Hayden is now proposing to join SB 2010 with AB 1281, an important bill that
addresses the flood control needs of the County of Los Angeles and all the cities within it's
jurisdiction, in response to considerable local opposition to SB 2010.
NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows:
SECTION 1. The City Council has reviewed Senate Bill 2010 introduced by Senator Tom
Hayden and is opposing to passage of the bill that would create the Santa Monica Mountains and
Rivers Conservancy.
SECTION 2. The City Council also opposes joining SB 2010 with AB 1281 as it places
important flood control programs in jeopardy due to considerable opposition to SB 2010.
SECTION 3. The City Clerk shall certify to the adoption of this resplution
