A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA FINDING THAT ALL LEGAL PROCEDURES AND
REQUIREMENTS WERE FOLLOWED IN RELATION TO THE
ELECTION OF THE PROJECT AREA COMMITTEE FOR THE
PROPOSED CITYWIDE REDEVELOPMENT PROJECT, CERTIFYING
THE ELECTION RESULTS AND OFFICIALLY FORMING THE
PROJECT AREA COMMITTEE FOR THE CITYWIDE
REDEVELOPMENT PROJECT AREA.
WHEREAS, the Redevelopment Agency of the City of West Covina (the "Agency")
desires to prepare and adopt a Redevelopment Plan (the "Plan') for the proposed West Covina
Citywide Redevelopment Project (the "Project"), and
WHEREAS, by resolution, the Agency did accept and approve the Preliminary Plan for
the proposed West Covina Citywide Redevelopment Project, which included the boundaries of
the Project Area selected by the Planning Commission (the "Project Area"); and
WHEREAS, Health and Safety Code Section 33385 requires that the legislative body of a
city call upon residents and existing community organizations in the redevelopment project area
to form a project area committee (PAC) if a substantial number of low-income persons or
moderate -income persons, or both, reside within the project area, and the redevelopment plan as
adopted will contain authority for the agency to acquire, by eminent domain, property on which
any persons reside; and
WHEREAS, on April 21, 1998 the City Council did make findings that a Project Area
Committee was necessary to effectuate the adoption of the West Covina Citywide
Redevelopment Plan; and
WHEREAS, on April 21, 1998 the City Council held a duly noticed public hearing at
which time the guidelines and procedures for the formation, election, and operation of the Project
Area Committee for the proposed West Covina Citywide Redevelopment Project Area were
considered; and
WHEREAS, on April 21, 1998, the City Council, after a duly noticed public hearing, did
adopt Procedures for the Formation, Election, and Operation of the Project Area Committee for.
the Proposed West Covina Citywide Redevelopment Project Area ( the "PAC Guidelines"); and
WHEREAS, the Agency did publicize the opportunity to serve on the Project Area
Committee and notice all meetings conducted by or on behalf of the Agency or the City Council
relative to the formation and selection of the Project Area Committee as required by
Redevelopment Law, by providing written notice via first class mail to all residents, businesses
and community organizations within the project area at least 30 days prior to the formation of the
Project Area Committee, and
WHEREAS, the Agency did provide published notice of all meetings conducted by or on
behalf of the Agency or the City Council relative to the formation and selection of the Project
Area Committee as specified in subdivision (a) of Section 65090 of the Government Code; and
• WHEREAS, the election of the Project Area Committee was held within 100 days after
the project area boundaries were selected by the Planning Commission; and
WHEREAS, the Project Area Committee election was held on May 28, 1998 and votes
were cast by each voting category to elect representatives to serve on the Project Area
Committee; and
WHEREAS, the candidates as shown on Exhibit "A" attached hereto were elected by
their representative groups to serve on the Project Area Committee; and

WHEREAS, the candidates elected in each ,representative category meet all eligibility
requirements to serve in their representative capacity on the Project Area Committee as set forth
in the PAC Guidelines; and
WHEREAS, no challenge to the election nor the electoral procedures was filed with the
City Council within 15 calendar days after the election;
NOW, THEREFORE; THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council finds that all adopted procedures as set forth in the PAC
Guidelines and Redevelopment Law were followed in the formation and election of the Project
Area Committee for the Citywide Redevelopment Project.
Section 2. The City Council hereby certifies the results of the Project Area Committee
election for the Proposed Citywide Redevelopment Project, as contained in Exhibit "A".
Section 3. The City Council directs the Agency to consult with and obtain advice of the PAC
pursuant to Health and Safety Code Sections 33385, and 33386 through 33388.
