A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, OPPOSING
PROPOSITION 224 RELATING TO DESIGN AND
ENGINEERING SERVICES OF STATE FUNDED
PROJECTS.
• WHEREAS, City Councils are experiencing the need for public improvements each year
and require modification, new facilities, and/or additions in order to meet the needs of the.
community; and
WHEREAS, the. new construction, addition, remodeling and maintenance of public
facilities requires city councils to utilize the services of architectural and engineering firms for
the completion of plans and specifications for construction projects, and
WHEREAS, the City of West Covina has been extremely successful in developing plans
and specifications which are cost effective for the design and construction, renovation,
expansion of existing or new capital improvement projects; and
WHEREAS, City Councils would experience severe delays and costs in the design of its
construction projects if it was required to have projects go through a new review process by the
State Controller's Office; and
WHEREAS, the proposed initiative eliminates local control and forces communities to
rely on the out-of-town State bureaucracy for their design work..
NOW THEREFORE, the City Council of the City of West Covina does resolve as follows:
SECTION 1. The City Council has reviewed and is in opposition to Proposition 224 as it will
severely impact the City of West Covina's ability to efficiently implement capital improvement
projects in West Covina
SECTION 2. The City Clerk shall certify to the. adoption of this resolution.
